About the organization and functioning of the Military inspectorate of the Ministry of Defence

No. 160-164, 537) DECIDES: the Government
1. Approve according to the offer of the Ministry of Defence creation of the Military inspectorate in subordination of the Ministry of Defence based on Management of the main inspection, the Center of preventive medicine and structure on the organization, control and archive of the Central commission of military-medical examination of Armed forces.
2. The military inspectorate of the Ministry of Defence is successor of the rights and obligations of Management of the main inspection of the Ministry of Defence, Center of preventive medicine and the Central commission of military-medical examination of Armed forces.
3. The property, established posts established in the staff list and the budget for 2018 of Management of the main inspection of the Ministry of Defence of the Center of preventive medicine and the Central commission of military-medical examination of Armed forces are transferred to the Military inspectorate of the Ministry of Defence.
4. Personnel of Management of the main inspection of the Ministry of Defence, Center of preventive medicine and the Central commission of military-medical examination of Armed forces are transferred to the Military inspectorate of the Ministry of Defence, with observance of provisions of the legislation.
5. Official pay rates and payment terms of work of contract servicemen of the Military inspectorate of the Ministry of Defence are established according to the legislation on wages system in the budget sector.
Before modification of the regulatory base in the field to perform compensation of management of the Military inspectorate of the Ministry of Defence at the level of the department director under the ministry.
6. Approve:
1) Regulations on the organization and functioning of the Military inspectorate of the Ministry of Defence, according to appendix No. 1;

3) to Organigramm of the Military inspectorate of the Ministry of Defence, according to appendix No. 3.
7. Establish the extreme number of staff of the Military inspectorate of the Ministry of Defence in number of 42 units, with the annual salary fund according to the legislation.
8. To impose control over accomplishment of this resolution on the Ministry of Defence.
9. This resolution becomes effective from the date of publication.

to the Order of the Government of the Republic of Moldova of October 10, 2018 No. 984
1. The regulations on the organization and functioning of the Military inspectorate of the Ministry of Defence (further - the Provision) establish mission, sphere of activity, the main functions, obligations and the rights of the Military inspectorate of the Ministry of Defence (further - the Inspectorate), and also the organization of its activities.
2. The inspectorate is the administrative authority subordinated to the Ministry of Defence which bears responsibility for implementation of state policy in the spheres of activity entrusted to it. The inspectorate is legal entity of the public law, with the location in мун. Chisinau, has the name and seal with the State Emblem of the Republic of Moldova, and also other attributes of the public power established by the legislation.
3. In the activities the Inspectorate is guided by the Constitution of the Republic of Moldova, the laws and resolutions of Parliament, presidential decrees of the Republic of Moldova, ordinances, resolutions and orders of the Government, orders of the Minister of Defence, this Provision and other regulations.
4. Financing and material logistics of the Inspectorate is performed for the account and within the assignments which are annually approved in the government budget.
5. The mission of the Inspectorate consists in implementation of state policy in spheres of competence, in accordance with the established procedure and in the limits provided by regulations, way of supervision and control of activities of the organizational structures which are in the field of competence of the Ministry of Defence, investigation of some special problems and also implementations of policy of prevention of manifestations of corruption and conflict of interest.
6. The inspectorate performs the functions established in this Provision, in the following areas:
1) special investigations concerning activities of the organizational structures which are in the field of competence of the Ministry of Defence in entrusted areas;
2) assessment of achievements of organizational structures, and also check of integrity and method of use of property which they are equipped;
3) prevention of manifestations of corruption and investigation of cases of fraud;
4) implementation of actions on ensuring institutional integrity;
5) supervision of health;
6) sanitary veterinary supervision and supervision of safety of foodstuff;
7) control of preventive, medical and diagnostic activities in Armed forces and organizational support of military-medical examination, except for estimates and accreditations of military-medical organizations.
7. The main functions of the Inspectorate are:
1) implementation of documents the politician and regulations in the areas provided Item 6, creation of reports on their accomplishment;
2) cooperation, according to the national legal system, with domestic and foreign profile organizations in the areas provided in Item 6;
