1. Approve Regulations on the organization and monitoring procedure of quality of installation and construction works in case of construction of gas supply systems it (is applied).

Regulations on the organization and monitoring procedure of quality of installation and construction works in case of construction of gas supply systems

1. Use industry

This Provision establishes the main objectives and functions to the companies of gas economy for quality control of installation and construction works in case of construction of gas supply systems.

The provision is developed according to requirements of Rules of technical operation of gas supply systems (The state register of cross-industry and industry regulations about labor protection, HAOTI.123-1.18-80).

3. General provisions

3.1. The purpose of the Provision is systematization of functions of the companies of gas economy for control of quality of installation and construction works at all stages of construction of gas supply systems by subjects irrespective of patterns of ownership and managing.

3.2. Quality control from the companies of gas economy includes:

a) on preparatory stage;

- issue of the specifications (S) and work on gasification and gas supply;

- coordination of the design estimates;

- participation of specialists in gasification and gas supply in work of the main thing and the regional centers of Goskomgradostroyeniya of Ukraine for licensing of participants of investing activities on performance of works in designing and construction of gas supply systems;

- together with territorial administrations of Gosnadzorokhrantrud to conduct examination of the companies - participants of investing activities regarding opportunity to perform works on designing, construction of gas supply systems, installation and equipment checkout;

b) at construction stage:

- control of quality of works in case of construction of gas supply systems;

c) at the final stage:

- participation in work of working and state commissions on acceptance in operation of objects of gas supply system.

4. The organization of quality control of installation and construction works in case of construction of gas supply systems

4.1. For conducting quality control of installation and construction works in case of construction of gas supply systems (further - quality control) the order on the company of gas economy designates the officials having the corresponding theoretical preparation, experience of practical work in system of gas economy and passed examination for knowledge of PBGH, DBN, Construction Norms and Regulations, Rules of the equipment and safe operation of electroinstallations, Safety regulations in case of operation of electroinstallations and for knowledge of this provision.

4.2. Performance of works on construction of gas supply systems before appointment of person for conducting quality control is forbidden.

4.3. Persons designated by the order for quality monitoring procedure shall:

- watch that projects of gasification were approved with the companies of gas economy in which territories works on gasification are conducted;

- control that the project documentation prior to the beginning of construction was coordinated in accordance with the established procedure and registered in Gosnadzorokhrantrud's bodies;

- control that works on construction of facilities of gas supply systems were carried out by the organizations which got permission to accomplishment of such works according to established procedure;

- conduct constant control behind quality of all works on gasification, behind observance by the construction organizations of requirements DBN, Construction Norms and Regulations and PBGH;

- bring in the Magazine of performance of works of the note and offer on elimination of violations when carrying out installation and construction works;

- control timely accomplishment of all requirements introduced in the Magazine of performance of works;

- provide accomplishment of incoming inspection of quality of the gas equipment, devices and materials which arrive on construction and are mounted;

- take part in acceptance and registration by the relevant acts of the hidden works. Not allow accomplishment of further works before complete execution of the acceptance report and other necessary documentation for the performed previous works;

- not allow cases of uncoordinated departures from projects, violation DBN, Construction Norms and Regulations, PBGH and other normative and technical documents. Variation from the project or modification of the construction project of object are allowed only in coordination with the organization which executed the project and the eksplutatsionny organization of gas economy. Permission to any departure from requirements of PBGH caused by technical need can be issued only by Gosnadzorokhrantrud's bodies in writing on each case;

- in case of identification of violations on fulfillment of requirements of regulating and project documents to notify Gosnadzorokhrantrud's bodies and inspectorate of the state architectural construction supervision for taking measures to violators.
