1. Approve the enclosed Rules of assignment or prolongation of the status of kandas.

3. To committee on migration of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan (Sarbasov A. A.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan.

4. To impose control of execution of this order on the vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of Egemberda E. K.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of assignment or prolongation of the status of kandas

Chapter 1. General provisions

1. These rules of assignment or prolongation of the status of kandas (further – Rules) are developed according to the subitem 9) of article 11 of the Law of the Republic of Kazakhstan "About population shift" (further – the Law) and determine procedure for assignment or prolongation of the status of kandas.

2. In these rules the following basic concepts are used:

1) The Government for Citizens State corporation (further – the State corporation) – the legal entity created according to the decision of the Government of the Republic of Kazakhstan for rendering the state services according to the legislation of the Republic of Kazakhstan, the organization of work on reception of applications and issue of their results to uslugopoluchatel by the principle of "one window", ensuring rendering the state services electronically;

2) the social contract – the agreement determining the rights and obligations of the Parties between the participant of active measures of assistance of employment and the center of labor mobility (career center), and in the cases provided by the Social Code of the Republic of Kazakhstan with the physical persons or legal entities involved in the organization of active measures of assistance of employment and also about rendering the government address public assistance;

3) adaptation and integration services – range of services (information, legal, social, medical and educational), their families provided to kandasa and members for the purpose of adaptation and integration into society;

4) the principle of "one statement" – the form of rendering the state service providing set of several state services rendered based on one statement;

5) information system "The state database "Physical persons" (further – GBD FL) – single system of registration and storage of information on physical persons of the Republic of Kazakhstan, sufficient for identification and determination of civil status;

6) the information system "Migratory Police" (further – IS "Migratory Police") – information system of the Ministry of Internal Affairs of the Republic of Kazakhstan, for automation of activities of accounting, registration of foreigners, refugees and persons, without nationality;

7) the service provider – the central state bodies, foreign institutions of the Republic of Kazakhstan, local executive bodies of areas, cities of republican value, the capital, areas, cities of regional value, akims of areas in the city, the cities of district value, settlements, villages, rural districts, and also the physical persons and legal entities rendering the state services according to the legislation of the Republic of Kazakhstan;

8) foreign institutions of the Republic of Kazakhstan – the diplomatic and equated to them representations being located abroad, and also consular establishments of the Republic of Kazakhstan;

9) kandas – the ethnic Kazakh and (or) members of his family of the Kazakh nationality who were earlier not consisting in nationality of the Republic of Kazakhstan, received the corresponding status according to the procedure, the established authorized body concerning population shift;
