About approval of Rules of forming of the single register of the organizations providing special social services and the register of the specialists rendering special social services

1. Approve the enclosed Rules of forming of the single register of the organizations providing special social services and the register of the specialists rendering special social services.

2. To provide to social services department of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction its in electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

3. To impose control of execution of this order on the vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Zhakupova S. K.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming of the single register of the organizations providing special social services and the register of the specialists rendering special social services

Chapter 1. General provisions

1. These rules of forming of the single register of the organizations providing special social services and the register of the specialists rendering special social services (further - Rules) are developed according to the subitem 2) of article 8 of the Law of the Republic of Kazakhstan "About special social services" and determine procedure for forming of the single register of the organizations providing special social services (further - the register of the organizations), and the register of the specialists rendering special social services (further - the register of specialists).

2. In these rules the following basic concepts are used:

1) the portal of social services (further – the portal) – information system of the social and labor sphere which represents the object of informatization giving to separate categories of the population opportunity of purchase of goods and (or) services on the terms of compensation of their cost by local executive bodies according to the present the laws of the Republic of Kazakhstan "About social protection of persons with disability in the Republic of Kazakhstan" and "About the government address public assistance";

2) the subjects providing special social services (further - suppliers) - the physical and (or) legal entities occupied in the state and non-state sectors on provision of special social services;

3) authorized body in the field of social protection of the population - Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan.

3. The register of the organizations and the register of specialists are created in electronic form based on the data provided by suppliers in case of their admission and registration on the portal according to the Rules of the admission of suppliers of goods and (or) services on the portal of social services, their registration or removal from registration on the portal of social services (further – Rules of the admission) approved by authorized body in the field of social protection of the population according to subitem 9-4) of Item 1 of article 7 of the Law of the Republic of Kazakhstan "About social protection of persons with disability in the Republic of Kazakhstan".

Chapter 2. Forming of the register of the organizations

4. The register of the organizations providing special social services is created on the portal of social services in form according to appendix 1 to these rules.

5. The register of the organizations contains the following data:

1) name of the organization;

2) business and identification number;

3) type of department of the organization;

4) type of department of the organization;

5) name of department of the organization;

6) address of provision of special social services;

7) contact information (mobile phone, e-mail address, contact telephone number, website (in the presence));
