For the purpose of improvement of quality and reliability of provision to the population of services in gas supply, decides strengthenings of responsibility of contractors of these services Cabinet of Ministers of Ukraine:

1. Approve Rules of provision to the population of services in gas supply (are applied).

3. Assign to the National commission which performs state regulation in the sphere of power of provision of explanations concerning application of these Rules.

Rules of provision to the population of services in gas supply

1. These rules govern the relations between the gas supplying companies, the gas-distributing companies and physical persons (population) - consumers of gas.

One company can perform delivery and distribution of natural gas.

Determination of the main terms

2. In these Rules terms are used in the following value:

the apartment house - the apartment house having the separate postal address and in which two or more apartments are located;

the contractor - the company which performs works and/or provides services in gas supply;

intra house gas supply systems - low-pressure gas pipelines, the gas counters, gas devices, devices necessary for use of gas in life;

gas devices and devices - plates, coppers, water heaters, regulators of pressure and other equipment which is used by the consumer for the purpose of satisfaction of the household needs for natural gas;

gas supply - service which provides realization of the natural or liquefied gas by transportation it to the consumer;

the gas supplying company - subject of managing which based on the license performs supply of natural gas directly to consumers according to the signed agreements;

the gas-distributing company - subject of managing which based on the license performs transportation of natural gas by gas distribution networks directly to consumers in property or in use of which there are gas distribution networks and other production facilities and which performs concerning them functions of operational technological management;

group of buildings - buildings with the same engineering and sanitary equipment and similar construction and architectural characteristics by which supply of gas is performed via the joint introduction (street) gas pipeline;

the domestic gas pipeline (for private houses) - the section of the pipeline from the place of accession to the gas distribution pipeline to the locking device on input to the house;

the gas counter - the metering device of gas which is established on the internal gas pipeline in the certain apartment or other isolated premises or on branch to the gas device of the consumer or on introduction gas pipelines to the apartment building (or on group of buildings);

the interheating period - the period between the end of the heating period and the beginning of subsequent;

regulation of consumption of natural gas - the gas consumption amount established according to the legislation for carrying out by consumers calculations for the consumed gas in case of lack of counters of gas;

the consumer's object - territorially separated installed gas construction (the apartment house, the apartment, workshop, the summer kitchen, etc.) which belongs to the consumer on the property rights or uses;

the heated area - total area of the apartment (building) without the area of loggias, balconies, terraces, and also floor area where there are no heatgiving surfaces (radiators, registers, walls of furnaces, pipelines of systems of heating, etc.) which are directly not connected to the door and other openings heated by rooms;

payment of the rendered services in gas supply in incomplete amount - payment of means in the amount of, less, than the amount which is subject to payment for all amount of the natural gas used by the consumer;

the residential customer (population) (further - the consumer) - physical person which receives natural gas for the purpose of use for own household requirements, including for cooking, heating of water and heating of premises;

qualitative indexes of gas - parameters and characteristics of quality of gas determined by regulating documents;

quality of provision of services - compliance of indicators of service quality on maintenance to requirements of regulating documents.
