1. Approve the enclosed Rules of the organization and carrying out reports of the head of the department of police of area, the city of republican value, the capital, city, district, district police agency in the city and the local police inspector before the population.

2. This resolution becomes effective after ten calendar days after day of its first official publication.

Rules of the organization and carrying out reports of the head of the department of police of area, the city of republican value, the capital, city, district, district police agency in the city and the local police inspector before the population

Chapter 1. General provisions

1. These rules of the organization and carrying out reports of the head of the department of police of area, city of republican value, the capital, city, district, district police agency in the city and the local police inspector before the population (further – Rules) are developed according to subitem 2-2) of article 10 of the Law of the Republic of Kazakhstan of April 23, 2014 "About law-enforcement bodies of the Republic of Kazakhstan" and determine procedure for their organization and carrying out.

2. The report of the head of the department of police of area, city of republican value, the capital, city, district, district police agency in the city and the local police inspector (further – police officers) is the internal performance before local community.

3. The report of police officers represents part of obligatory activities for informing citizens on work of department of police of area, city of republican value, the capital, city, district, district police agency in the city (further – territorial authorities of police) and on the serviced administrative site.

4. When carrying out reports police officers are guided by the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "About law-enforcement service", "About law-enforcement bodies of the Republic of Kazakhstan", "About the state secrets" and other regulatory legal acts of the Republic of Kazakhstan, and also these rules.

Chapter 2. Procedure for the organization and carrying out reports

5. Reports of police officers are performed for the purpose of:

1) further increase in transparency, responsibility and accountability before local community;

2) ensuring principle of openness and publicity;

3) increases in level of credibility of citizens to police.

6. Tasks of carrying out reports are:

1) informing citizens on condition of prevention of offenses, protection of public order and fight against crime;

2) development of system of public control;

3) ensuring interaction with state bodies, public associations, the organizations and citizens according to the prevention and disclosure of offenses;

4) legal education of citizens in the field of activities of police.

7. Local executive bodies:

1) in coordination with territorial authorities of police is determined by dates of reports of police officers before the population, approve the corresponding schedules which copies send to territorial authorities of police;

2) not later than ten days before date of reporting meetings are determined and publish in regional mass media (periodic printing editions, TV, radio channels, official Internet resources) time and the place of their carrying out, graphics and information on methods of the direction of questions (offers) of the population to the forthcoming reports;

3) is organized by descent or meeting of local community.

8. The venue shall conform to health and hygienic requirements and accomodate the expected number of participants.

9. By preparation of the report are used:

1) state and departmental statistical reporting;

2) the existing republican and regional programs for fight against crime and prevention of offenses;

3) appeals of physical persons and legal entities, deputies of representative bodies, public councils, representatives of public organizations, associations;

4) results of studying of public opinion about activities of police;

5) publications in mass media concerning activities of police;

6) data on resource providing territorial authorities of police, including on results of use of the financial and other resources allocated by local executive bodies for realization of the tasks assigned to police on protection of public order and ensuring public safety;

7) other necessary information.

10. Deputies of maslikhats of the corresponding administrative and territorial unit, representatives of the public, bodies of health care, work and social protection of the population, science and education, rural and housing-and-municipal farms, organizations and companies of all patterns of ownership, and also mass media can be invited to the report.

11. The course of carrying out the report is fixed in the protocol which is constituted by the secretary – the representative of local executive bodies.

12. The protocol of the report without fail shall contain information on time, date, the venue of the report, the number of participants, the made decisions, and also claims, offers and notes of the citizens who arrived during the report.

13. The protocol of the report is drawn up directly in day of its carrying out.

14. The protocol is signed by the secretary and the relevant employee of police, certified by seal of local executive body.

15. All arrived claims, offers and notes of citizens on which during the report answers and explanations are not made in full are fixed in the protocol and on them the corresponding inspection according to the procedure, established by the Law of the Republic of Kazakhstan "About procedure for consideration of appeals of physical persons and legal entities" is carried out.
