About the Special program of the state support of Tajik of Eyre open joint stock company for 2018-2023

1. Approve the Special program of the state support of Tajik of Eyre open joint stock company for 2018-2023 it (is applied).

2. Under the Government of the Republic of Tajikistan together with the Ministry of Finance of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan, the State committee on investments and management of state-owned property of the Republic of Tajikistan and Anti-monopoly service under the Government of the Republic of Tajikistan to provide to the agency of civil aviation implementation of this program to represent to the specified terms and each six months to the Government of the Republic of Tajikistan data on the course of its realization.

The special program of the state support of Tajik of Eyre open joint stock company for 2018-2023

1. General provisions

1. The special program of the state support of Tajik of Eyre open joint stock company for 2018-2023 (further - the Program) is the program of medium-term measures which will be accepted and realized by the Government of the Republic of Tajikistan, for the purpose of creating favorable conditions for establishing activities of Tajik of Eyre open joint stock company, updating and strengthening of material and technical resources, providing, necessary condition for its steady and effective activities.

2. The program is directed to further work on carrying out step-by-step, complex reforms of management structure, upgrade of production and engineering procedures, attraction of foreign and domestic investments, strengthenings of state-private cooperation, enhancement of technical base, improvement of quality of rendering services and ensuring healthy competition in the field of air rendering services.

3. The Tajik of Eyre open joint stock company (daleeobshchestvo) is formed based on the order of the Government of the Republic of Tajikistan of December 30, 2009, No. 707, according to requirements of the Civil code of the Republic of Tajikistan, the Law of the Republic of Tajikistan "About joint-stock companies", the Procedure for transformation of the state company to open joint stock company and its structural divisions, approved by the order of the Government of the Republic of Tajikistan of August 2, 2010, No. 392 and other regulatory legal acts of the Republic of Tajikistan as a result of reorganization of the state unitary airline "Tajik of Eyre".

4. Founder of Society is the Government of the Republic of Tajikistan, all 100 percent of shares of Society having voice, belong to the state. The authorized capital of Society consists of nominal value of its shares, registered in the amount of 230145000 (two hundred thirty million hundred forty five thousand) somoni and divided into 230145 (two hundred thirty thousand hundred forty five) announced ordinary nominal shares by nominal value of 1000 (one thousand) somoni everyone.

5. Society performs the following activities:

- air transportation of passengers, loads, baggage and mail when implementing flights on the international and internal directions it is regular also on charter (order);

- the organization of flight and mate flight servicing, and also rendering services for the purpose of safety control and flight regularity;

- servicing of passengers and provision of comfortable conditions by it;

- maintenance and repair of air vehicles;

- seat booking of passengers in air vehicles, the edition, registration and sale of passenger and carriage documents, loads, baggage and mail, preparation and retraining of workers flight, technical and other structures for work on the international and internal air airlines and representative offices of Society abroad the countries;

- other services.

6. Based on the charter for the purpose of ensuring activities abroad by Society in the cities of Moscow of the Russian Federation and Almaty of the Republic of Kazakhstan representations are open.

2. Purposes and tasks of the Program

In the Program updating and strengthening of material and technical resources, providing necessary condition for steady and effective activities, search of additional sources of financing for financial improvement, acceleration of reform of activities of Society, increase in scheduled flights and ensuring their safety, increase in flights on the international directions, providing competitiveness in the international market of air transportation, increases in level and service quality and accomplishment of the actions plan are determined by accomplishment of objectives.

The program is developed on the basis of in-depth analyses and the conclusions for the purpose of perspective development of Society taking into account profitable implementation of financial and economic activities the next years, by means of ensuring requirement of the population of the country, guests and tourists on air transportation.

9. The program purpose along with ensuring sustainable development of Society also is assistance to social and economic development and safety of airspace of the country.

10. The primary purposes of the Program are updating of the park of the air vehicles which were outdate technically and morally, decrease in amounts of expenses in total cost of servicing which promote decrease in competitiveness in the foreign market of air transportation.

11. As the main objectives of the Program reckon creation of healthy infrastructure for ensuring air transportation of passengers, loads, baggage, mail with the smallest costs, implementation of economic activity competitive in the market of the international air transportation and increase in public conveyance, especially tourists for the purpose of their delivery to historical and attractive places of the Republic of Tajikistan.

12. Attraction of necessary means for the purpose of acquisition of modern comfortable air vehicles, major repair and recovery of air vehicles is performed in coordination with the Government of the Republic of Tajikistan and the Supervisory board of Tajik of Eyre open joint stock company.

13. The actions specified in the Program are provided to be performed at the expense of means of the Government of the Republic of Tajikistan and the state investment projects, and also soft long-term loans of international financial institutions.

3. Production capacities of Society and their present condition

14. Production capacity of Society air vehicles of the Soviet production TU-154M, TU-134 A-3, AH-24 of B, AH-26, AH-28, of YAK-40, generally constitute the MI-8 MTB helicopters, also air vehicles the Boeing 767-322, Boeing 757-200, Boeing 737-300, Boeing 737-500 and MA-60 of the Chinese Production.

15. The total quantity of air vehicles of Society for January 1, 2018, their condition and degree of wear is specified in table 1.

16. For January 1, 2018 the total quantity of air vehicles of Society is constituted 34, including 31 airplanes and by 3 helicopters.

17. From total quantity of air vehicles only 4 airplane or 12,9 of percent are in good repair, or 12,4 of percent is defective and 21 or 67,7 percent are stored. From 3 helicopters 1 is in good repair and 2 helicopters are defective.

18. Now on balance of Society there are 5 air Boeing vehicles, 1 MA-60, 4 TU-154M, 2 TU-134A, 1 AN-24RV, 3 AN24B, 1 AN-26, 8 AN-28, 6 YaK-40 and 3 MI-8 MTB helicopter with residual cost of 203995383 somoni from which use of 8 air vehicles, including 1 Boeing 767-322, 1 Boeing 757-200, 1 Boeing 737-300, 1 AH-28, 1 MA-60 and 3 MI-8MTV helicopters is possible further. Due to completion of term of operation lives and storages (withdrawal from the production, preservation), unprofitability of their recovery, bigger consumption of fuel in comparison with foreign air vehicles, and also for the purpose of safety-of-life function is followed by write-off from balance of Society of 23 air vehicles of 1969-1992, including 4 TU-154M, 2 TU-134A, 1 AN-24RV, 3 AN-24B, 1 AN-26, 6 AN-28, 6 YaK-40. 4. Financial activities of Society

19. In 2017 in Society income on the amount 580755, one thousand somoni is gained, expenses were made 576463, by 8 thousand somoni and profit constituted 4291, 6 thousand somoni.
