1. Approve:

1) Standard Regulations of Admission to training in the organizations of education realizing educational programs of the higher education according to appendix 1 to this order;

2) Standard Regulations of Admission to training in the organizations of education realizing educational programs of postgraduate education according to appendix 2 to this order.

2. To provide to department of the higher and postgraduate education of the Ministry of Education and Science of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the vice-Minister of Education and Science of the Republic of Kazakhstan Aymagambetov A. K.

4. This order becomes effective after day of its first official publication.

Standard Regulations of Admission to training in the organizations of education realizing educational programs of the higher education

Chapter 1. General provisions

1. These Standard Regulations of Admission to training in the organizations of education realizing educational programs of the higher education (further - Standard rules), are developed according to the subitem 11) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" (further - the Law) and determine procedure for acceptance on training in the organizations of education realizing educational programs of the higher education.

2. Acceptance of persons arriving in the organizations of formation of the Republic of Kazakhstan realizing educational programs of the higher and (or) postgraduate education (further - OVPO) is performed by means of placement of the educational grant of the higher education at the expense of means of the republican budget or local budget, and also payment of training at the expense of own means of the student and other sources.

Chapter 2. Procedure for acceptance in the organizations of education realizing educational programs of the higher education

3. In OVPO persons having general secondary, technical and professional, postsecondary, higher education are accepted.

4. To persons having secondary, technical and professional or postsecondary education, except for arriving in the related directions of training of the higher education, providing the reduced training terms, last ENT and the person interested to participate in tender on award of the educational grant of the higher education at the expense of means of the republican budget or local budget and (or) to be enlisted on paid training in national OVPO it is necessary to gain by results of ENT at least 65 points, and on the fields of education "Pedagogical sciences", "Agricultural industry and bioresources", "Veterinary science" at least 60 points, in other OVPO - at least 50 points, and on the Pedagogical Sciences area - at least 60 points, on the field of education "Healthcare and welfare (medicine)" - at least 65 points, including at least 5 points - on stories of Kazakhstan, mathematical literacy, literacy of reading - training language, and at least 5 points in each profile subject except for arriving on the educational programs of the higher education requiring creative preparation.

To the persons having secondary, technical and professional or postsecondary education, arriving on educational programs of the higher education, requiring creative preparation, except for arriving in the related directions of training of the higher education, providing the reduced training terms, last ENT and the person interested to participate in tender on award of the educational grant of the higher education at the expense of means of the republican budget or local budget and (or) to be enlisted on paid training in national OVPO it is necessary to gain by results of ENT and creative examinations at least 65 points, and on the field of education "Pedagogical sciences" it is at least - 60 points, in other OVPO - at least 50 points, and on the field of education "Pedagogical sciences" - at least 60 points, including at least 5 points - on stories of Kazakhstan, literacy of reading - training language, and at least 5 points on each creative examination.

To the persons having technical and professional, postsecondary education, arriving in the related directions of training of the higher education, last ENT and the person interested to participate in tender on award of the educational grant of the higher education at the expense of the means of the republican budget or local budget providing the reduced training terms it is necessary to gain by results of ENT at least 25 points, including at least 5 points on all-professional discipline and at least 5 points on special discipline except for arriving on educational programs of the higher education, requiring creative preparation.

To the persons having technical and professional, postsecondary education, arriving in the related directions of training of the higher education, providing the reduced terms of training requiring creative preparation, last ENT and the person interested to participate in tender on award of the educational grant of the higher education at the expense of means of the republican budget or local budget it is necessary to gain by results of ENT and creative examination at least 25 points, including at least 5 points on creative examination and at least 5 points on special discipline.

5. OVPO hold additional examination for receipt to OVPO on paid basis which is regulated by Regulations of Admission in the organization of the higher and (or) postgraduate education approved by the head of OVPO or person fulfilling its duties according to the subitem 6) of Item 2 of article 43-1 of the Law.

6. The citizens of the Republic of Kazakhstan having technical and professional, postsecondary or higher education are accepted on training in the educational programs of the higher education providing the reduced training terms.

Acceptance in OVPO of the persons having technical and professional or postsecondary education with qualification "the specialist of average link" or "the applied bachelor" in the related directions of training of the higher education, providing the reduced terms of training, arriving on paid training is performed by selection committees of OVPO.

Acceptance in OVPO of persons having the higher education on group of the educational programs providing the reduced terms of training at paid basis is performed by selection committees of OVPO.

7. Acceptance of foreign citizens on allocated quota on the basis of the educational grant in the international OVPO created on the basis of interstate agreements is performed by OVPO independently.

Acceptance of foreign citizens on training in OVPO at paid basis is performed by results of the interview conducted by selection committees of OVPO within calendar year. At the same time transfer of foreign citizens is performed according to the academic calendar in 5 (five) days prior to the beginning of the next academic period.

8. In case of revenues to training in OVPO the acceptance quota in the amount of, No. 264 approved by the order of the Government of the Republic of Kazakhstan of February 28, 2012 "About approval of the sizes of quota of acceptance in case of revenues to study in the organizations of education realizing educational programs of technical and professional, postsecondary and higher education" is provided.

9. Acceptance of persons arriving in OVPO is performed according to their statements on competitive basis according to points of the standard certificate, in the form approved by the order of the acting minister of science and education of the Republic of Kazakhstan of October 23, 2007 No. 502 "About approval of the document form of the strict reporting, used by the organizations of education in educational activities" (it is registered in the Register of state registration of regulatory legal acts at No. 4991) (further - the certificate).

Acceptance on training in the educational grant in the separate groups of educational programs of the higher education requiring work with the state secrets is performed in OVPO having permission of bodies of homeland security according to the legislation of the Republic of Kazakhstan on the state secrets.

Documents acceptance from arriving in OVPO performing training of pilots for participation in tender on award of the educational grant of the higher education at the expense of means of the republican budget or local budget, is carried out by selection committee of this OVPO, with obligatory representation of medical examination in medical and flight commissions of experts, issue of the medical certificate regarding the validity to training to OVPO in training of pilots, according to the order of the Minister of Defence of the Republic of Kazakhstan of July 2, 2015 No. 373 "About approval of Rules of conducting military-medical examination and Regulations on bodies of military-medical examination in Armed Forces of the Republic of Kazakhstan" (it is registered in the Register of state registration regulation of regulatory legal acts at No. 11846).

12. In each OVPO the decision of the head or person fulfilling its duties is created selection committee. Heads of structural divisions and representatives of the faculty of OVPO are part of selection committee the rector, the vice rector. The quantitative structure of selection committee consists of odd number of members. The chairman of selection committee is the head of OVPO. The order of the head of OVPO or person fulfilling its duties appoint the responsible secretary of the selection committee.

13. Acceptance on training in groups of the educational programs of the higher education requiring special and (or) creative preparation including in the fields of education "Pedagogical sciences" and "Healthcare and welfare (medicine)", is performed taking into account results of special and (or) creative examinations.

14. For the organization and holding special and (or) creative examinations the decision of the head of OVPO or person fulfilling its duties create examination committee for holding examination.
