About the strategy of enhancement of National system of qualifications of the Republic of Belarus
For the purpose of enhancement of National system of qualifications of the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the strategy of enhancement of National system of qualifications of the Republic of Belarus it (is applied).
2. To contractors of the actions provided in the plan which is appendix to the strategy of enhancement of National system of qualifications of the Republic of Belarus annually till February 1 of the year following reporting to provide in the Ministry of Labour and Social Protection information on the course of accomplishment of the specified plan if necessary with offers on its adjustment.
3. Determine that the Ministry of Labour and Social Protection:
provides realization of the main directions and priorities of state policy in the field of enhancement of National system of qualifications of the Republic of Belarus;
annually till March 1 of the year following reporting provides information on the course of accomplishment of strategy of enhancement of National system of qualifications of the Republic of Belarus in Council of Ministers of the Republic of Belarus.
4. This resolution becomes effective after its official publication.

In this strategy the purpose, tasks, stages of enhancement of National system of qualifications of the Republic of Belarus (further – NSK), the organization-legal mechanism of its functioning are determined.
This strategy is developed for average and long-term outlook according to the Program of social and economic development of the Republic of Belarus for 2016-2020 approved by the Presidential decree of the Republic of Belarus of December 15, 2016 No. 466, the Code of the Republic of Belarus about education, the Labor code of the Republic of Belarus, other acts of the legislation on work and of education.
In this strategy the following terms and their determinations are used:
type of labor activity – set of the generalized labor functions having related nature;
qualification – the recognition of the mastered knowledge, abilities and the got experience necessary for implementation of labor activity (accomplishment of separate work types) confirmed with the document types established by the legislation;
National frame of qualifications (further – NRK) – the document containing the generalized description of skill levels and ways of their achievement;
informal training – knowledge, skills received by means of development of contents of the educational program of the training rates (lecture halls, thematic seminars, practical works, trainings, officer rates and other types of the training rates), the educational program of enhancement of opportunities and capabilities of the personality, or out of education system, or independently;
NSK – set of the institutes, tools and mechanisms providing interaction of the labor market, education system and informal training;
the generalized labor function – the set of the labor functions connected among themselves which developed in specific production, non-productive or business process;
the professional standard – the characteristic of content of labor functions and requirements to the qualification necessary for their execution;
sectoral frame of qualifications – the document determining single scale of requirements to the qualifications necessary for implementation of labor activity within the specific sector of economy;
sectoral council of qualifications – permanent collegiate organ which work is based on the principles of voluntariness, self-government, independence in decision making within the competence;
the sector of economy – set of the institutional units uniform from the point of view of the functions which are carried out in economy that assumes their similar economic behavior;
system of assessment and certification of qualifications – complex of procedures, tasks, criteria for assessment and certification of qualifications, and also the institutes performing them;
labor function – specific set of labor actions assuming availability at the worker of necessary knowledge, abilities and experience for their accomplishment;
labor action – process of impact of the worker regarding work in case of which certain result is achieved;
skill level – the generalized requirements to knowledge, abilities and experience necessary for implementation of labor activity.
The basic principles of enhancement of NSK is the following:
the sequence, systemacity and coordination of approaches at all levels of process management of enhancement of NSK;
providing straight line or the mediated communication between existing and the NSK new elements;
consolidation of resources of republican state bodies, employers and labor unions, and also scientific organizations and organizations of education.
NSK represents the organization-legal mechanism of providing economy with qualified personnel.
The operating NSK was created in the 1960-1980th years and throughout subsequent period was enhanced taking into account requirements of economic development of the state.
The main documents regulating functioning of NSK are:
nation-wide qualifiers of the Republic of Belarus ("Occupation" and "Specialties and qualifications");
job evaluation catalogs (Single wage rate book of works and professions of workers and Single job evaluation catalog of positions of employees);
educational standards.
The republican state bodies regulating and organizing functioning of NSK are the Ministry of Labour and Social Protection and the Ministry of Education.
The operating NSK is used for classification and tariffing of professions of workers and positions of employees, regulation of their work, the organization of training, advanced training, retraining, matching and arrangement of workers according to specialty and qualification, assignments of qualification, application of various wages systems.
At the same time discrepancy between structure and quality of education and the need of the labor market for personnel is noted. Results of training often do not conform to requirements imposed by employers to qualification of workers.
In turn, the education system has no information on the real need of the labor market for personnel expressed in quantity and quality characteristics of personnel. There is no information on the directions and scales of preparation, retraining and advanced training required for economy.
