About approval of Industrial safety rules in farm-production

According to article 28 of the Law of Ukraine "About labor protection" and to Items 8 and 10   of the Regulations on the Ministry of social policy of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of June 17, 2015 No. 423 (with changes), PRIKAZYVAYU:

1. Approve Industrial safety rules in farm-production which are applied.

2. Recognize invalid:

the order of the State committee of Ukraine on supervision of labor protection of December 6, 2004 No. 268 "About approval of Industrial safety rules in livestock production. Cattle", registered in the Ministry of Justice of Ukraine on February 15, 2005 for No. 226/10506 (with changes);

the order of the State committee of Ukraine on supervision of labor protection of December 6, 2004 No. 269 "About approval of Industrial safety rules in livestock production. Pig-breeding", registered in the Ministry of Justice of Ukraine on February 15, 2005 for No. 227/10507 (with changes);

the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of October 6, 2008 No. 213 "About approval of Industrial safety rules in poultry farming", registered in the Ministry of Justice of Ukraine on November 3, 2008 for No. 1067/15758;

the order of the Ministry of emergency situations of Ukraine of November 26, 2012 No. 1350 "About approval of Industrial safety rules in livestock production. Horse breeding", registered in the Ministry of Justice of Ukraine on December 14, 2012 for No. 2072/22384;

the order of the Ministry of emergency situations of Ukraine of November 26, 2012 No. 1353 "About approval of Industrial safety rules in farm-production", registered in the Ministry of Justice of Ukraine on December 14, 2012 for No. 2075/22387.

3. To department of the salary and labor conditions (Tovstenko A. P.) provide submission of this order in accordance with the established procedure on the state registration in the Ministry of Justice of Ukraine.

4. This order becomes effective from the date of its official publication.

5. To impose control of execution of this order on the first deputy Minister Krentovskaya A. P.

Industrial safety rules in farm-production

I. General provisions

1. These Rules extend on all legal entities and physical person which perform activities in agricultural industry and according to the legislation use wage labor, and the workers working in farm-production.

2. Requirements of these Rules are obligatory for execution by employers and workers during production of agricultural products.

II. Safety requirements to production equipment and the organization of workplaces

1. The equipment provided to workers and them is used for designated purpose, shall be technically operational and correspond:

to requirements of technical regulations if the equipment is manufactured after date of obligatory application of the corresponding technical regulations extending to this equipment;

to the general requirements of safety to the equipment specified in regulatory legal acts on protection and occupational health and the relevant regulating documents its production if the equipment is manufactured before date of obligatory application of the corresponding technical regulations extending to this equipment.

2. The equipment in case of which operation allocation of hazardous substances in air of the working area is possible shall be equipped with local ventilation.

Start-up of local ventilation shall be blocked with launch of processing equipment.

3. Noise level of production equipment shall not exceed the established regulations. In case of exceeding of admissible regulations of noise in the working area workers shall be provided with individual protection equipment of organs of hearing.

4. Current-carrying wires in the electrified machines and installations in production rooms shall be isolated and protected from mechanical damage.

5. The pipelines, shutoff valves, pumps and reservoirs placed in greenhouses which use during use of herbicides and agrochemicals shall be hermetic closed.

6. The brakes of means of small-scale mechanization (suspended transportation lines, belt conveyors, electric hoists, carts moved with ground registers, etc.) applied when harvesting and its transportation in storage facilities shall be operational and blocked with starters.

III. Safety requirements during operation of agricultural machinery

1. Operation of farm vehicles (farm tractors, their trail cars and replaceable trailed machines, systems, components and separate technical nodes) shall be performed taking into account requirements of operational documentation.

2. Nodes and elements of farm vehicles which move, rotate and can constitute danger, shall be protected with the protection covers ensuring safety of workers.

3. It is not allowed:

operation of defective machines and equipment;

operation of farm tractors without electrostarter start of the engine and with the absent or defective system of blocking of start of the engine by the included transfer.

4. Before performance of works it is necessary to be convinced that the wire of overhead power transmission lines will not be touched by the equipment, passing baking plate them.

5. During journey of agricultural machinery it is necessary to adhere to safe distance.

IV. Safety requirements during product receipt of crop production

1. Safety requirements in usage time of pesticides and fertilizers

1. Transportation, storage and use of pesticides should be performed with observance of requirements of the Law of Ukraine "About pesticides and agrochemicals" and other regulatory legal acts regarding safe implementation of works on transportation, storage and use of pesticides.
