About some questions of gas sale in the Russian Federation

For the purpose of development of the market principles of pricing on gas in the Russian Federation the Government of the Russian Federation decides:

1. Permit Gazprom public joint stock company (its affiliates) to implement the natural gas extracted by them at non-regulated wholesale prices to the organizations which signed the delivery agreements of gas after November 1, 2018 providing the beginning of supply of natural gas after January 1, 2020 for production of methanol from gas natural in gaseous state for the subsequent export.

2. Determine that the realization of natural gas at non-regulated wholesale prices is enabled in case of achievement of consent on use of the non-regulated price between Gazprom public joint stock company (its affiliates) and the organizations which signed the delivery agreements of gas after November 1, 2018 providing the beginning of supply of gas after January 1, 2020 for production of methanol from gas natural in gaseous state for the subsequent export, in case of not achievement of the specified consent the relevant agreement is signed at the prices regulated in accordance with the established procedure.

3. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning gas sale in the Russian Federation.

4. To Federal Antimonopoly Service together with the Ministry of Energy of the Russian Federation to carry out the monitoring of natural gas prices realized to the organizations for production of methanol from gas natural in gaseous state according to this resolution.
