About approval of the Register of the state and municipal positions of the Kyrgyz Republic

1. Approve the Register of the state and municipal positions of the Kyrgyz Republic according to appendix to this Decree.

2. Determine that:

- category of managerial state and managerial municipal position is the classification characteristic of set of the managerial positions held by the government civil servants and local government officers reflecting amount and nature of ex-officio full powers. The highest, main, senior, younger groups of managerial positions are subdivided into categories V-and, V-B, G-and, G-B, S-and, by S-B, M-and, M-B;

- the paragraph third ceased to be valid according to the Presidential decree of the Kyrgyz Republic of 30.08.2022 No. 297

- to perform the expenses connected with implementation of this Decree within the means provided for state bodies and local government bodies;

- appointment in special (out-of-competition) procedure to separate managerial state and municipal positions is performed without the requirement about finding of person appointed to younger, senior and main positions in reserve of personnel of state body and local government body, but on condition of compliance to the qualification and other requirements established by the legislation in the sphere of the public civil service and municipal service.

The procedure and methods of check of compliance of the candidates appointed in special (out-of-competition) procedure to separate managerial state and municipal positions to the qualification and other requirements established by the legislation in the sphere of the public civil service and municipal service are determined by state body, local government body or the official to whose powers appointment to the corresponding positions is referred.

3. The double name of position of the public or municipal service in case is allowed:

- if the deputy manager of state body is the head of subordinated or structural division of this state body;

- if execution of control functions with indication of in the name of position of field of activity is assigned to person replacing position;

- if the deputy manager of the device of judicial system is the head of the structural unit of the device of judicial system.

In the cases specified in this Item, the status of person is determined by higher position.
