About approval of the Register of the state and municipal positions of the Kyrgyz Republic

According to the Law of the Kyrgyz Republic "About the public civil service and municipal service", and also for the purpose of optimization of public administration and increase in efficiency of the state personnel policy I decide:

1. Approve the Register of the state and municipal positions of the Kyrgyz Republic according to appendix to this Decree.

2. Determine that:

- category of managerial state and managerial municipal position is the classification characteristic of set of the managerial positions held by the government civil servants and local government officers reflecting amount and nature of ex-officio full powers. The highest, main, senior, younger groups of managerial positions are subdivided into categories V-and, V-B, G-and, G-B, S-and, by S-B, M-and, M-B;

- the expenses connected with implementation of this Decree are performed within the means provided for state bodies and local government bodies;

- appointment in special (out-of-competition) procedure to separate managerial state and municipal positions is performed on condition of compliance of the designated person to the qualification and other requirements established by the legislation in the field of the public civil service and municipal service;

- substitution of vacant managerial state positions in central offices of the ministries in special (out-of-competition) procedure in the quantity which is not exceeding ten percent from the established number of staff of central office of the ministry is performed for the purpose of ensuring development and effective realization of reforms in the corresponding field of activity of the ministry.

3. The double name of position of the public or municipal service in case is allowed:

- if the deputy manager of state body is the head of subordinated or structural division of this state body;

- if execution of control functions with indication of in the name of position of field of activity is assigned to person replacing position;

- if the deputy manager of the device of judicial system is the head of the structural unit of the device of judicial system.

In the cases specified in this Item, the status of person is determined by higher position.
