1. Approve the enclosed Rules of forming of the list of the organizations and physical persons concerning which there are data on their participation in distribution of weapons of mass destruction, and uses of information connected with such list.

2. Realization of the powers provided by this resolution is performed by Federal Service for Financial Monitoring within the number of her workers, and also budgetary appropriations provided to Federal Service for Financial Monitoring in the federal budget on management and management in the field of the established functions established by the President of the limiting Russian Federation.

Rules of forming of the list of the organizations and physical persons concerning which there are data on their participation in distribution of weapons of mass destruction, and uses of information connected with such list

1. These rules according to the Federal Law "About Counteraction of Legalization (Washing) of Income Gained in the Criminal Way and to Terrorism Financing" (further - the Federal Law) identify procedure for forming of the list of the organizations and physical persons concerning whom there are data on their participation in distribution of weapons of mass destruction (further - the list of the organizations and physical persons), bringing the list of the organizations and physical persons to data of the organizations performing transactions with money or other property, other legal entities, and also physical persons, placement of the list of the organizations and physical persons on the official site of Federal Service for Financial Monitoring on the Internet (www.fedsfm.ru) (further - the official site of Federal Service for Financial Monitoring) and its publications in official periodicals, and also informing the organizations, performing transactions with money or other property, about exception of the organization or physical person of the list of the organizations and physical persons or allowance of the application of the organization or physical person about partial or complete cancellation of the applied measures for freezing (blocking) of money or other property.

2. The list of the organizations and physical persons is created by Federal Service for Financial Monitoring in the way:

a) the inclusions of the organizations and (or) physical persons in the list of the organizations and physical persons in case of their inclusion in lists of the organizations and physical persons connected with distribution of weapons of mass destruction constituted within realization of the powers provided by Chapter VII of the Charter of the UN, the UN Security Council or bodies which are specially created by decisions of the UN Security Council (further - the lists constituted by the UN Security Council or bodies which are specially created by its decisions);

b) exceptions of the organizations and (or) physical persons of the list of the organizations and physical persons in case of their exception of the lists constituted by the UN Security Council or bodies which are specially created by its decisions;

c) modification of data on the organizations and (or) about physical persons, containing in the list of the organizations and physical persons, in case of change of information about them in the lists constituted by the UN Security Council or bodies which are specially created by its decisions.

3. The list of the organizations and physical persons is kept unified information system of Federal Service for Financial Monitoring, in electronic form with use.

4. The list of the organizations and physical persons contains information on the organizations and on the physical persons included in it and also data on date of inclusion of the organization or physical person in the list of the organizations and physical persons.

5. In the list of the organizations and physical persons of the data on the organizations and about physical persons contain in the same amount in which such data contain in the lists constituted by the UN Security Council or bodies which are specially created by its decisions.

6. Inclusion of the organization and (or) physical person in the list of the organizations and physical persons according to the subitem "an" of Item 2 of these rules is performed by Federal Service for Financial Monitoring no later than one day from the date of placement on the official site of the United Nations on the Internet (further - the official site of the United Nations) decisions on inclusion of the organization and (or) physical person in the lists constituted by the UN Security Council or bodies which are specially created by its decisions.

7. The exception of the organization and (or) physical person of the list of the organizations and physical persons according to the subitem "b" of Item 2 of these rules is performed by Federal Service for Financial Monitoring no later than one day from the date of placement on the official site of the United Nations of the decision on exception of the organization and (or) physical person from the lists constituted by the UN Security Council or bodies which are specially created by its decisions.

8. Modification of data on the organizations and (or) about physical persons, containing in the list of the organizations and physical persons, according to the subitem "v" of Item 2 of these rules is performed by Federal Service for Financial Monitoring no later than one day from the date of modification of data on the organizations and (or) about the physical persons containing in the lists constituted by the UN Security Council or bodies which are specially created by its decisions, posted on the official site of the United Nations.

9. The decisions made according to Items 6 - 8 these rules, are drawn up by the order of Federal Service for Financial Monitoring.

10. Information on inclusion in the list of the organizations and physical persons or on exception from it of the organizations and (or) physical persons, including on the basis, stipulated in Item 4 articles 7.5 of the Federal Law, and also about modification of data on the organizations and (or) about physical persons, containing in the list of the organizations and physical persons, together with up-to-date information about the organizations and about the physical persons included in the list of the organizations and physical persons is posted on the official site of Federal Service for Financial Monitoring in day of decision making, stipulated in Item 9 these rules.
