About perpetuating of memory of Aksy events, March and April national revolutions

Last years showed that Aksy events on March 17, 2002, National revolution on March 24, 2005 and National revolution on April 7, 2010 were three most difficult and significant passes in the contemporary history of Kyrgyzstan on the way passed by the people in fight for freedom, democracy and justice. They showed to the whole world that the aspiration to freedom and justice is initially pledged in attitude of the Kyrgyz people, has deep roots in our history and traditions.

The first among these major memorials there are events in Aqsa on March 17, 2002. That day simple people opposed the akayevsky family and clan mode which tried to deprive the people of Kyrgyzstan of its inalienable rights and freedoms, to make our people mankurts, imposed them slave mentality and impudently plundered the country. But then the family and clan mode kept the power, having used weapon against own people, killing simple citizens.

Three years later, on March 24, 2005, the people of Kyrgyzstan rose against the mode which rotted through through again and this time achieved victory. But joy of people was short, the victory of the people was stolen by other family and clan mode - Bakiyev' regime.

Come to way of sustainable development and achieve real fight against corruption, remove the country from among the poor countries, and also it was succeeded to hold free democratic elections and lay the foundation of parliamentary system of public administration only after National revolution on April 7, 2010.

The April revolution became final victory of the people over family and clan system. But, unfortunately, this victory cost very much. About hundred of our citizens died, more than one thousand were wounded.

For the purpose of fixing at the national level of the status of the major memorials of fight of the people of Kyrgyzstan for freedom, democracy and justice, and also perpetuating of memory of the dead on this difficult and heroic way, being guided by articles 60 and 65 of the Constitution of the Kyrgyz Republic, I decide:

1. Recommend to the Government of the Kyrgyz Republic:

- declare on March 17 annually noted memorial - Day of Aksy events;

- declare on March 24 annually noted memorial - Day of national revolution on March 24, 2005.

2. Considering that on April 7, 2010 the people of Kyrgyzstan finally overcame the main barriers on the difficult and heroic way to freedom, democracy and justice, to recommend to deputies of Jogorku Kenesh of the Kyrgyz Republic to include officially "The day of the national April revolution established earlier - on April 7" in the list of the non-working holidays established by the Labor code of the Kyrgyz Republic.

4. This Decree becomes effective from the date of official publication.
