About the technical regulation of the Eurasian Economic Union "About safety of the natural combustible gas prepared for transportation and (or) use"

According to article 52 of the Agreement on the Eurasian Economic Union of May 29, 2014 and Item 29 of appendix № 1 to the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 № 98, Council of the Eurasian economic commission decided:

1. Accept the enclosed technical regulation of the Eurasian Economic Union "About safety of the natural combustible gas prepared for transportation and (or) use" (TP of EEU 046/2018).

2. Determine that the technical regulation of the Eurasian Economic Union "About safety of the natural combustible gas prepared for transportation and (or) use" (TP of EEU 046/2018) becomes effective since January 1, 2022.

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

The technical regulation of the Eurasian Economic Union "About safety of the natural combustible gas prepared for transportation and (or) use" (TR EEU 046/2018)

I. Scope

1. This technical regulation extends on released and being in circulation on customs area of the Eurasian Economic Union (further – the Union) the natural combustible gas prepared for transportation on trunk gas pipelines, the natural combustible gas of industrial and household function, natural combustible gas the compressed and natural combustible gas liquefied prepared for use (further – products).

2. This technical regulation does not extend to the products delivered according to the state defense order and which are stored in the organizations ensuring safety of the state material reserve and also on products exported out of limits of customs area of the Union.

3. This technical regulation establishes requirements to products for the purpose of protection of life and health of the person, property, the environment, life and (or) health of animals and plants, preventions of the actions misleading consumers (users), and also ensuring energy efficiency and resource-saving.

II. Basic concepts

4. For the purposes of this technical regulation concepts which mean the following are used:

"production in the address" – delivery or import of products (including delivery from gas storages) for the purpose of its distribution on customs area of the Union during business activity on non-paid or paid basis;
