1. General provisions

1.1. The basic organization of the State Parties of the Commonwealth of Independent States for preparation, retraining and advanced training of pedagogical workers and specialists in the field of inclusive and vocational education (further – the Basic organization) is created for the purpose of educational and methodical, expert and analytical and staffing of functioning of system of preparation, retraining and advanced training of pedagogical workers and specialists in the field of inclusive and vocational education of the State Parties of the CIS taking into account requirements of integration interaction of the State Parties of the Commonwealth.

1.2. The status of the Basic organization determined by this Provision is given to organization of education "Belarusian state pedagogical university of Maxim Tank" (further – BGPU), the Republic of Belarus, the city of Minsk.

1.3. In the activities the Basic organization is guided by the Charter of the Commonwealth of Independent States, international treaties on education and other regulatory legal acts adopted within the Commonwealth and this Provision.

1.4. The basic organization performs the activities in close interaction with Executive committee of the CIS, Council for cooperation in the field of education of the State Parties of the Commonwealth of Independent States, governing bodies of formation of the State Parties of the CIS and informs them on the activities.

2. Activities

Activities of the Basic organization are:

assistance to exchange of information about experience, innovations, methodical and staffing, used by the educational organizations in the course of preparation, retraining and advanced training of pedagogical workers and specialists in the field of inclusive and vocational education of the State Parties of the CIS;

rendering the advisory help with questions of development of inclusive and vocational education and preparation of the corresponding conclusions and offers;

preparation, retraining and advanced training of scientific and pedagogical and managerial personnel in the field of inclusive and vocational education, training of the top skills;

implementation of research and innovative and project activities (including carrying out comparative researches) in the field of inclusive and vocational education;

holding of conferences, seminars, symposiums on problems of inclusive and vocational education.

3. Main functions

The main functions of the Basic organization are:

studying, generalization, distribution of experience of development of inclusive and vocational education taking into account current world trends;

preparation, retraining and advanced training of specialists in the field of inclusive and vocational education;

development of recommendations, methodical, analytical, information materials on activities of the Basic organization;

development of cooperation of the educational and research organizations of the State Parties of the CIS in activities of the Basic organization;

assistance to exchange of pedagogical experience of professorial activities and achievements of research work in preparation, retraining and advanced training of pedagogical workers and specialists of the State Parties of the CIS in the field of inclusive and vocational education.

4. Rights of the Basic organization

The basic organization for realization of the functions has the right:

provide in Executive committee of the Commonwealth of Independent States and relevant organs of industry cooperation of the CIS information on the done work, the offers and draft documents prepared within the competence, and also the offer on funding mechanism for educational and research programs, activities of the Basic organization;

develop within the competence offers and draft documents on enhancement of systems of preparation of pedagogical personnel, activities of the Basic organization;

request through bodies of industry cooperation of the CIS information necessary for implementation of the activities provided by this Provision taking into account the legislation of the State Parties of the CIS;
