1. General provisions

1.1. The basic organization of the State Parties of the Commonwealth of Independent States for training in the field of historical education (further – the Basic organization) is created for the purpose of increase in professional level of personnel in the field in the context of implementation of the Agreement on cooperation on forming of single (general) educational space of the Commonwealth of Independent States of January 17, 1997.

1.2. The status of the Basic organization determined by this Provision is given to federal state-funded educational institution of the higher education "Russian State Humanitarian University" (further – RGGU), the Russian Federation, the city of Moscow.

1.3. In the activities the Basic organization is guided by the Charter of the Commonwealth of Independent States, international treaties on education accepted within the CIS, decisions of Council of heads of states, Council of Heads of Government, Council of Foreign Ministers of the CIS, the legislation of the state of stay and this Provision.

1.4. The basic organization performs the activities in interaction with Council for cooperation in the field of education of the State Parties of the Commonwealth of Independent States, governing bodies of education, profile educational institutions of the State Parties of the CIS, Executive committee of the CIS and, if necessary, informs them on the activities.

2. Activities

assistance to exchange of information about experience, innovations, methodical and staffing, used by the educational organizations in the field of historical education;

holding of conferences, seminars, symposiums on the questions connected with studying and teaching history.

3. Main functions

The main functions of the Basic organization are:

studying, generalization, distribution of experience of development of educational programs for training in the field of historical education;

assistance to professional training, retraining and advanced training of scientific and pedagogical and managerial personnel in the field of historical education, preparation of scientific personnel of the top skills for the State Parties of the CIS;

assistance to development of educational programs in the field of historical formation of the State Parties of the CIS by institutions of higher education;

development of offers, methodical, analytical, information materials on activities of the Basic organization;

development of cooperation of the educational organizations and research organizations of the State Parties of the CIS for activities of the Basic organization;

assistance to exchange of pedagogical experience of professorial activities for training in the field of historical education.

4. Rights of the Basic organization

The basic organization for realization of the functions has the right:

bring in Council for cooperation in the field of education of the State Parties of the Commonwealth of Independent States of the offer on enhancement of the activities;

within the competence to request through bodies of industry cooperation of the CIS necessary information for implementation of the activities provided by this Provision taking into account the legislation of the State Parties of the CIS;

create working groups and other advisory bodies with involvement of scientists and specialists of the State Parties of the CIS;

promote professional training and retraining of personnel for the State Parties of the CIS according to programs of the higher and additional professional education, scientific personnel of the top skills;

organize scientific and practical and educational and methodical international conferences and other actions for the urgent problems developed by the Basic organization;

perform publishing activities;

take part in work of bodies of the CIS by consideration of the questions which are within its competence.

5. Organization of work

5.1. The management of the Basic organization is assigned to the president of RGGU.

5.2. The organization of work of the Basic organization is performed according to the regulations approved by the head of the Basic organization.
