About approval of function of the nurse at the level of primary health care

For the purpose of enhancement of activities of specialists of nurse business at the level of primary health care and for improvement of quality of the provided medical services to the population

I order:

1. Approve enclosed:

1.1. functions of the nurse at the level of primary health care (Appendix 1);

1.2. regulations on office of pre-medical acceptance in TsSM, TsOVP, GSV (Appendix 2);

1.3. list of equipment of bag of the nurse (Appendix 3).

2. To coordinators on health care of areas and the cities of Bishkek and Osh, heads of regional TsSM, city and district TsSM, TsOVP to be guided by this order MZ for strengthening of role of average health workers in the organizations of health care of primary health care.

3. Consider, No. 445 which voided the order MZ KR of 05.08.2014. "About creation of pre-medical office (office of noninfectious diseases) in the Centers of family medicine and the Centers of all-medical practice".

4. To impose control of execution of this order on the deputy minister M. M. Karatayev.

Functions of the nurse at the level of primary health care

The Primary Health Care (PHC) acts as the most important link of health care as this type of the help is the main, the most available, economically and socially acceptable type of mass medical care. - holding sanitary and anti-epidemic (preventive) actions in case of infectious diseases;

- implementation of palliative care;

- rendering pre-medical medical care to patients in case of emergency/medical emergencies and the victim in case of emergency;

- accomplishment of appointments of the doctor on medicamentous therapy;

- assistance to the doctor in case of surgical bandagings, small transactions, punctures;

- performing vaccination of the population as a part of cross-disciplinary team;

- disinfection and sterilization of medical products;

- skills training of students and trainees on workplace of the nurse;

- organizational actions.

1. Function: informing, training and consultation

1.1. Knowledge about:

- The law KR "About protection of public health in the Kyrgyz Republic";

- healthy lifestyle as basis of prevention of diseases, preservation and promotion of health;

- the factors promoting preserving health: balanced diet, physical activity, personal hygiene, use of high-quality drinking water and iodinated salt;

- risk factors harmful influencing health: abuse of alcoholic drinks, drugs, tobacco smoking and nasvy, low physical activity, "unhealthy food", etc.;

- consultation concerning healthy lifestyle:

- diets useful to health;

- regular paying of time for physical activity;

- observance of diet of the healthy, healthy nutrition;

- termination of smoking and abuse of alcohol;

- regular visit of the doctor in the preventive purposes and following to its councils on acceptance of medicines;

- introspection and control of conditions in case of chronic diseases;

- algorithm of assistance (self-help) in case of sharp conditions at patients with chronic diseases (diabetes, hypertension, vibrating arrhythmia, bronchial asthma);
