solved:

1. Approve the Concept of development of state cooperation – members of the Commonwealth of Independent States in support of youth voluntary (volunteer) movement and the Actions plan for 2018-2020 on its realization (is attached).

2. Suggest the governments of the State Parties of the CIS to promote accomplishment of the Actions plan for 2018-2020 on implementation of the Concept of development of state cooperation – members of the Commonwealth of Independent States in support of youth voluntary (volunteer) movement, and also to use provisions of the above-named Concept in case of development of national programs and implementation of the actions aimed at the development of volunteering (volunteering) among youth.

I. General provisions

The concept of development of state cooperation – members of the Commonwealth of Independent States in support of youth voluntary (volunteer) movement (further – the Concept) is developed according to the Agreement of the State Parties of the Commonwealth of Independent States on cooperation in the field of work with youth of November 25, 2005 and the Strategy of the international youth state cooperation – members of the Commonwealth of Independent States for the period till 2020 of December 10, 2010 for the purpose of enhancement and intensification of the international youth cooperation, expansion of the voluntary, non-paid and direct participation of youth in the solution of socially important problems directed to improvement of quality of life of the population and approval of healthy lifestyle, preserving natural and cultural heritage.

Within the Concept the following concepts are used:

the volunteer (volunteer) – physical person which voluntarily and based on the free choice personally participates in voluntary (volunteer) activities;

voluntary (volunteer) activities – the voluntary socially useful activities performed by rendering services/performance of works within the current legislation without any cash or material remuneration, except cost recovery, connected with implementation of these activities;

volunteering support infrastructure – set of the organizations, organizations, the institutes providing conditions and opportunities for implementation of organized voluntary activities;

corporate volunteering – voluntary participation of staff of the organizations as volunteers in different social programs with assistance of the company;

the organizations promoting volunteering development – the state bodies, the organizations financed from the government budget, the local government bodies, non-governmental and non-profit organizations promoting volunteering development, performing coordination of voluntary activities or attracting volunteers.

The State Parties of the CIS divide in general resolution 70/129 provisions of December 7, 2015 of the United Nations General Assembly "Integration of volunteering into cause of peace and developments: the action plan the next decade and subsequent period" also consider it as conceptual platform for development of cooperation.

In the majority of the Commonwealth countries the culture of volunteering has old story.
