Regulations on the basic organization of the State Parties of the Commonwealth of Independent States for preparation of pedagogical personnel

1. General provisions

1.1. The basic organization of the State Parties of the Commonwealth of Independent States for preparation of pedagogical personnel (further – the Basic organization) is created for the purpose of educational and methodical, expert and analytical and staffing of functioning of system of the higher professional pedagogical education of the State Parties of the CIS taking into account requirements of integration interaction of the State Parties of the Commonwealth.

1.2. The status of the Basic organization determined by this Provision is given to federal state-funded educational institution of the higher education "Moscow pedagogical state university" (further – MPGU), the Russian Federation, the city of Moscow.

1.3. In the activities the Basic organization is guided by the Charter of the Commonwealth of Independent States, international treaties on education and other regulatory legal acts adopted within the Commonwealth and this Provision.

1.4. The basic organization performs the activities in close interaction with Executive committee of the CIS, Council for cooperation in the field of education of the State Parties of the Commonwealth of Independent States, governing bodies of formation of the State Parties of the CIS and, if necessary, informs them on the activities.

2. Activities

Activities of the Basic organization are:

assistance to exchange of information about experience, innovations, methodical and staffing, used by the educational organizations in the field of preparation of pedagogical personnel of the State Parties of the CIS;

rendering the scientific and methodical, consulting, organizational help with questions of development of pedagogical education and preparation of the corresponding conclusions and offers;

holding of conferences, seminars, symposiums on problems of improvement of quality of pedagogical education.

3. Main functions

The main functions of the Basic organization are:

studying, generalization, distribution of experience of development of pedagogical education taking into account current world trends;

assistance to preparation, occupational retraining and advanced training of scientific and pedagogical and managerial personnel in the field of pedagogical education, training of the top skills for the State Parties of the CIS;

development of offers, methodical, analytical, information materials on activities of the Basic organization;

development of cooperation of the educational and research organizations of the State Parties of the CIS in activities of the Basic organization.

4. Rights of the Basic organization

The basic organization for realization of the functions has the right:

develop within the competence offers and draft documents on enhancement of systems of preparation of pedagogical personnel, activities of the Basic organization;

request through bodies of industry cooperation of the CIS information necessary for implementation of the activities provided by this Provision taking into account the legislation of the State Parties of the CIS;

create working groups and other advisory bodies with involvement of scientists and specialists of the State Parties of the CIS;

promote preparation and occupational retraining of personnel for the State Parties of the CIS according to programs of the higher and additional professional education;

organize scientific and practical and educational and methodical international conferences and other actions for the urgent problems developed by the Basic organization;

perform publishing activities;

take part in work of bodies of the Commonwealth by consideration of the questions which are within its competence.

5. Organization of work

5.1. The management of the Basic organization is assigned to the rector of MPGU.

5.2. The organization of work of the Basic organization is performed according to the regulations approved by the head of the Basic organization.

5.3. Under the Basic organization the Public council from representatives of educational and scientific structures of the State Parties of the CIS is created. Regulations on Public council and regulations of its work affirm the head of the Basic organization.

5.4. Work on the organization and material logistics of activities of working and advisory bodies of the Basic organization is performed by regular personnel of MPGU.

5.5. Representatives of Executive committee of the CIS and other bodies of the Commonwealth can participate in work of the Basic organization.

5.6. Working language of the Basic organization is Russian.
