According to the Presidential decree of the Republic of Uzbekistan of February 19, 2018 No. UP-5349 "About Measures for Further Enhancement of the Information Technology Sphere and Communications" and the resolution of the President of the Republic of Uzbekistan of February 19, 2018 No. PP-3549 "About the organization of activities of the Ministry of development of information technologies and communications of the Republic of Uzbekistan", for the purpose of enhancement of procedure for financing of regional lists of priority projects on implementation and development of information and communication technologies the Cabinet of Ministers decides:

1. Approve Regulations on procedure for forming and financing of regional address lists of priority projects on implementation and development of information and communication technologies according to appendix No. 1.

2. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the interested ministries and departments in week time to create regional councils on ensuring timely and high-quality realization, with the subsequent approval in, regional address lists of priority projects on the implementation and development of information and communication technologies established procedure in structure according to appendix No. 2.

3. To impose control of execution of this resolution on the minister of development of information technologies and communications of the Republic of Uzbekistan Sh. M. Sadikov and Information analysis department of development of the electronic government, telecommunication infrastructure and information security support of the Cabinet of Ministers of the Republic of Uzbekistan.

Regulations on procedure for forming and financing of regional address lists of priority projects on implementation and development of information and communication technologies

Chapter 1. General provisions

1. This Provision determines procedure for forming and financing of projects on implementation and development of information and communication technologies in regions within the regional address lists of the priority projects realized by fund of development of information and communication technologies approved in accordance with the established procedure (further - Fund), and also other sources which are not prohibited by the legislation.

2. In this Provision the following basic concepts are applied:

the address list of priority projects - the list of projects on development of information and communication technologies in regions which is annually approved by regional councils;

the project - complex of the interconnected actions or the separate actions directed to creation of product (goods, work, service) in the field of implementation and development of information and communication technologies in the conditions of temporary and resource restrictions;

the initiator of the project - public authorities on places, the subordinated organizations of the ministries and departments, the organizations, and also subjects of entrepreneurship (legal entities) in regions who provided the innovative offer on project implementation;

the contractor of the project - the legal entity determined by the initiator of the project by carrying out competitive and tenders in accordance with the established procedure;

working body - the relevant territorial administration of the Ministry of development of information technologies and communications of the Republic of Uzbekistan which provides forming of the list of projects for inclusion in the address list of priority projects.

3. Forming of the address list of priority projects on implementation and development of information and communication technologies is performed according to the Scheme according to appendix No. 1 to this Provision.

Chapter 2. The purposes and procedure for forming of address lists of priority projects on development of information and communication technologies on places

4. The purposes of forming of regional address lists of priority projects are:

ensuring realization of single state policy in the field of informatization, and also implementation of the efficient mechanism providing effective distribution and use of the raised funds for financing of forming of regional address lists of priority projects or projects implementation;

support of the most important and priority interdepartmental projects in the field of information and communication technologies for the benefit of state bodies;

first-priority financing of the projects in the field of forming of the Electronic Government system providing increase in efficiency of public administration and quality of rendering interactive state services to legal entities and physical persons;

ensuring transparency when forming and financing projects.

5. Projects in the following directions are included in the address list of priority projects:

further development of telecommunication infrastructure, providing population with high-quality mobile communication, broadband access to worldwide network Internet;

implementation of modern information systems, software products and databases in spheres of health care, social protection of the population, education, public service, tourism, and also the organization of the "smart" and "safe" cities and regions;

implementation of innovative projects on the basis of public-private partnership, and also support of production of export-oriented software products;

further expansion of system of provision of electronic state services on places, especially in the remote areas, and also increase in literacy of the population in scope of modern information and communication technologies;

enhancement of the sphere of mail service and activities of the National operator of mail service - JSC Uzbekiston pochtasi.

6. For inclusion of the project in the address list of priority projects by the initiator of the project in working body it is represented signed by the head of the legal entity - the initiator the passport of the project including:

purposes and project tasks;

technical characteristic;

the expected results;

efficiency evaluation and scales of organizational actions;

amount and the needs for necessary means for project implementation.

7. The working body on the basis of the provided proposals of initiators of projects creates the preliminary list for consideration at meeting of regional council.

8. The main criteria in case of determination of priority of the project are:
