1. Approve the enclosed Rules of provision of subsidies from the federal budget to the socially oriented non-profit organizations performing activities in the field of protection of the population and the territories against emergency situations, ensuring fire safety and safety of people on water objects.

2. Recognize invalid:

the order of the Government of the Russian Federation of December 6, 2014 No. 1332 "About approval of Rules of provision of subsidies from the federal budget to the socially oriented non-profit organizations performing activities in the field of protection of the population and the territories against emergency situations, ensuring fire safety and safety of people on water objects" (The Russian Federation Code, 2014, No. 50, the Art. 7117);

Rules of provision of subsidies from the federal budget to the socially oriented non-profit organizations performing activities in the field of protection of the population and the territories against emergency situations, ensuring fire safety and safety of people on water objects

1. These rules establish the purposes, conditions and procedure for provision of subsidies from the federal budget to the socially oriented non-profit organizations (except for the public (municipal) institutions) performing activities in the field of protection of the population and the territories against emergency situations, ensuring fire safety and safety of people on water objects within the federal project "Assistance of Activities of the Non-profit Organizations Performing Activities in the field of Protection of the Population and the Territories" which is part of the state program of the Russian Federation "Protection of the population and the territories against emergency situations, ensuring fire safety and safety of people on water objects" (further respectively - subsidies, non-profit organizations).

2. Subsidies are provided by results of the competitive selection made according to the procedure, established by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, on financial provision of the expenses connected with realization of the following events:

a) participation in preparation and training of the population in the field of protection against emergency situations of natural and technogenic nature, civil defense, fire safety and safety of people on water objects;

b) participation in prevention and (or) suppression of the fires;

c) participation in carrying out wrecking;

d) implementation of monitoring and forecasting of risks and prevention of emergence of emergency situations;

e) participation in informing the population on the predicted and arisen emergency situations and the fires;

e) assistance to the refugees and displaced persons injured with emergency situations, the fires and accidents on water objects;

g) holding of conferences and seminars on health and safety problems.

2(1). The announcement of carrying out competitive selection is posted in 2022 on the official site of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response on the Internet (further - the official site), with placement of the index of pages of the website on the single portal of the budget system of the Russian Federation on the Internet (further - the single portal), since January 1, 2023 - on the single portal at least in 30 calendar days prior to day of the beginning of term of order taking for participation in competitive selection (further - requests) and includes:

the term and procedure for carrying out step-by-step competitive selection which cannot be less than 30 calendar days. Completion of each stage is drawn up by the protocol;

name, location, postal address, e-mail address of the organizer of competitive selection;

purposes and results of provision of subsidy;

domain name and (or) indexes of pages of the official site and the single portal on which placement of the announcement of carrying out competitive selection is provided;

requirements to participants of competitive selection and the list of the documents submitted by participants of competitive selection for confirmation of their compliance to the specified requirements;

requisition procedure and requirements imposed to their form and content;

procedure for withdrawal of requests, the procedure for return of requests determining including the bases for their return, procedure for modification of requests;

rules of consideration and assessment of requests;

procedure for provision to participants of competitive selection of explanations of provisions of the announcement of carrying out competitive selection, start and end date of term of such provision;

the term during which the non-profit organization - the winner of competitive selection shall sign with the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response the agreement on provision of subsidy signed in the standard form established by the Ministry of Finance of the Russian Federation, in the state integrated management information system public finance "The electronic budget" (further - the agreement);

conditions of recognition of the winner (winners) of competitive selection evaded from agreement signature;

date of placement of results of competitive selection on the official site and the single portal which cannot be later than the 14th calendar day following behind day of signing of the final protocol of competitive selection;

information on restriction on participation of non-profit organization in competitive selection in connection with not achievement of values of results of provision of subsidy in the terms established in earlier signed agreement within 2 years from the date of approval of results of check and (or) recognition of the fact of inappropriate use of subsidy in year, to prior year in which the subsidy is provided (expenditure of monetary commitments on the purposes and achievements of results of subsidies which do not correspond to the results established in agreements).
