About support of the organizations of agro-industrial complex

For the purpose of increase in overall performance of the organizations of agro-industrial complex I decide:

1. Offset losses (to compensate, pay percent) banks and JSC Development Bank Republic of Belarus (further – Development bank) on the loans granted within presidential decrees of the Republic of Belarus (appendices 1 and 2), during the period determined in the paragraph the second subitem 2.1 of Item 2 of this Decree, but which is not exceeding the term specified in appendices 1 and 2, in case of observance in total of the following conditions:

the loans were granted on financing of implementation of state programs and actions in agro-industrial complex and on them compensation of losses (compensation, interest payment) of banks and Development bank (further – compensation of losses of banks and Development bank) according to the presidential decrees of the Republic of Belarus called in appendices 1 and 2 was performed;

terms of return (repayment) of the credits are prolonged in connection with delay (payment by installments) granted according to part one of subitem 2.6 of Item 2 of the Presidential decree of the Republic of Belarus of July 17, 2014 to No. 348 "About measures for increase in overall performance of the organizations of agro-industrial complex" (further – delay (payment by installments).

2. Determine that:

2.1. compensation of losses of banks and Development bank on the credits determined in Item 1 of this Decree (further, unless otherwise specified, – the credits), is performed:

during the period of providing delay (payment by installments) and term of charge of percent concerning debt on the main amount of debt on the credits (except for the overdue debt formed after providing delay (payment by installments);

at the expense of means republican and (or) local budgets within the total expenses provided in budgets on these purposes for the corresponding financial year;

on the credits issued in foreign currency – in Belarusian rubles on the official rate of National Bank operating for date of compensation (compensation, interest payment);

based on the list of the organizations approved according to subitem 5.1 of Item 5 of this Decree, or the list of the organizations having obligations on the credits on which decisions of banks and Development bank on providing delay (payment by installments) to debt on principal debt according to part one of subitem 2.6 of Item 2 of the Presidential decree of the Republic of Belarus of July 17, 2014 No. 348 (appendix 2) are made;

in sizes * and on the conditions determined by the presidential decrees of the Republic of Belarus called in appendix 1.

On the loans granted to JSC ASB Belarusbank of JSC Minskoblagroservice according to the credit agreements specified in appendix 2, compensation of losses of JSC ASB Belarusbank it is performed in the amount of the refunding rate of National Bank which developed (taking into account its change) in the accounting period;

* In case of acquisition of assets by Development bank on the credits compensation to it losses (compensation, interest payment) is performed in the sizes established in acts of the legislation according to which such assets were acquired.

2.2. in cases of change of the name of the borrower and (or) his reorganization, alienation on paid or non-paid basis of the company as property complex (its part) and modification of credit agreements regarding change of the name of the borrower, its form of business compensation of losses of banks and Development bank on the credits is performed according to paragraphs the fourth or sixth parts one of subitem 2.1 of this Item;
