1. General provisions

1. This Instruction about approval procedure of types and amounts of release of the state signs of mail payment (further - the Instruction) is developed according to the laws of the Republic of Kazakhstan "About communication", "About mail" and Acts XXII of the Congress of Universal Postal Union (daleevps) (Beijing, 1999), ratified by the Law of the Republic of Kazakhstan "About ratification of the Sixth additional protocol to the Charter of Universal Postal Union".

2. The instruction regulates procedure for release, issuance, realization, removal and retirement of the state signs of mail payment (further - signs of mail payment).

3. In the Instruction the following basic concepts are used:

1) the aerogram - the priority departure consisting of one sheet of paper put as appropriate and stuck from all directions on which face the text of "Aerogramme" is put and is printed the image of stamp;

7. The manufacturer of signs of mail payment is determined according to the procedure, established by the legislation of the Republic of Kazakhstan.

The draft of the thematic plan of release of signs of mail payment is created annually on the basis of orders of the Government of the Republic of Kazakhstan, offers of state bodies, the National operator of mail, the international organizations, mail administrations of other countries about joint release of stamps, and also the legal entities and physical persons which arrived not later than 18 months prior to the beginning of the planned year of release.

9. Offers in the draft of the thematic plan of release of signs of mail payment are considered by the commission on mail emissions (further - the Commission) which during the first quarter of the year preceding year of release recommends them for approval by authorized body.
