About approval of Strategy of innovative development of the Republic of Uzbekistan for 2019-2021

Important condition of dynamic development of the Republic of Uzbekistan is the accelerated implementation of modern innovative technologies in economy industry, social and other spheres with broad application of achievements of science and technology.

The spheres of public and state life of the country which are promptly developing everything require close maintenance of the undertaken reforms on the basis of the modern innovative ideas, developments and technologies providing bystry and high-quality breakthrough of the country in ranks of leaders of world civilization.

At the same time, the carried-out analysis showed insufficient work on innovative development of processes of upgrade, diversification, growth in volumes of production and extension of the commodity nomenclature of competitive products in the internal and external markets.

In particular, due to the lack of many indicators and inefficient coordination of work in this direction our country does not take part in the rating of the Global innovative index constituted by influential and authoritative international structures in recent years.

Low level of interaction of industries of economy and the social sphere with scientific institutions, lack of due coordination of activities of the ministries and departments, and also public authorities on places in the sphere of innovative development do not allow to provide achievement of the first-priority purposes and tasks in this direction.

For the purpose of the accelerated development of the country on the basis of modern achievements of world science, the innovative ideas, developments and technologies, and also consecutive realization of the tasks determined by the Strategy of actions by five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Approve:

The strategy of innovative development of the Republic of Uzbekistan for 2019 - 2021 (further - Strategy) according to appendix No. 1;

"Road map" of strategy implementation of innovative development of the Republic of Uzbekistan for 2019 - 2021 (further - "The road map) according to appendix No. 2.

2. Determine:

a) main goal of Strategy - development of human capital as the major factor determining country competitiveness level on the world scene and its innovative progress;

b) main objectives of Strategy for achievement of main goal:

inclusion of the Republic of Uzbekistan by 2030 in structure of 50 advanced countries of the world according to the rating of the Global innovative index;

improvement of quality and scope education at all levels, development of system of life-long education, ensuring flexibility of system of training, proceeding from requirements of economy;

strengthening of scientific potential and efficiency of scientific research and developments, creation of efficient mechanisms of integration of education, science and entrepreneurship for widespread introduction of results of research, developmental and technological works;

increase in investment of the public and private funds in innovations, research, developmental and technological works, implementation of modern and effective forms of financing of actions in these spheres;

increase in efficiency of activities of public authorities by implementation of modern methods and management tools;

ensuring protection of the property rights, creation of the competitive markets and equal conditions of business, development of public-private partnership;

creation of steadily functioning social and economic infrastructure.

3. Form the Commission on timely and high-quality strategy implementation of innovative development of the Republic of Uzbekistan for 2019 - 2021 (further - the Commission) according to appendix No. 4.

4. Commissions (A. N. Aripov):

provide high-quality development and introduction in accordance with the established procedure of drafts of the regulatory legal acts directed to strategy implementation;

organize within strategy implementation of meeting, seminars, "round tables" and press conferences, including on places, with broad involvement of representatives of mass media, scientific community and foreign experts, and also institutes of civil society;

to quarterly enter in Administration of the President of the Republic of Uzbekistan the detailed information about the course of implementation of this Decree.

5. Establish the personal responsibility of heads:

divisions of Administration of the President of the Republic of Uzbekistan and complexes of the Cabinet of Ministers of the Republic of Uzbekistan - for the effective organization and coordination of activities of the ministries and departments for implementation of actions provided by Strategy and "Road map", to achievement of target indicators and also quarterly discussion of the course of their accomplishment;

the ministries and departments - for timely and high-quality accomplishment of the actions provided by Strategy and "Road map", achievement of target indicators with broad involvement of representatives of scientific educational institutions, non-state non-profit organizations, independent experts (consultants) including from foreign countries;

the state scientific educational institutions - for research maintenance of the actions provided by Strategy and "Road map", rendering comprehensive assistance to the ministries and departments in preparation of the scientific presentations and reports, analytical materials for achievement of target indicators;

public authorities on places - for creation of worthy conditions for real and high-quality change of situation, the solution of pressing problems of citizens, improvement of social infrastructure and development of regions in agreement with the actions provided by Strategy and "Road map" and also acceptance mutually agreed with the ministries and departments of measures for achievement of target indicators on places.
