About approval of the State program on development of especially protected natural territories for 2005-2015

1. Approve the State program on development of especially protected natural territories for 2005-2015 it (is applied).

2. To the state committee of environmental protection and forestry of the Republic of Tajikistan together with the State committee on land management of the Republic of Tajikistan and Chairmen of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas for the purpose of strengthening of the reserved mode to assign buffer zones to the national natural parks and to provide protection of plant and animal life.

3. To the state committee of environmental protection and forestry of the Republic of Tajikistan in coordination with Academy of Sciences of the Republic of Tajikistan to develop and approve the perspective plan of research works on studying of flora and fauna of reserves on 2005-2010 and to take measures for its realization.

4. To the Ministry of Finance of the Republic of Tajikistan for implementation of the State program of development of especially protected natural territories for 2006-2015 to provide in the Government budget of the Republic of Tajikistan necessary means to the State committee of environmental protection and forestry of the Republic of Tajikistan.

5. To the Ministry of Economy and Trade of the Republic of Tajikistan to plan in accordance with the established procedure for 2006-2015 construction of the main objects for development of infrastructure of reserves and the Tajik National Park.

INTRODUCTION

 

Especially protected natural territories are spaces where are widespread, generally rare species endemics of plant and animal life, and include well remained and less changed natural habitats of wild animals.

Rare species of fauna, such as Pamir archar (Marco Polo's ram), snow leopard, brown bear, the Bukhara deer, vintorogy goat, Middle Asian gazelle, pheasant, the Indian goose, улар and many others which represent special value for development of ecological tourism live in especially protected natural territories.

In case of development of this state program recommendations of conventions of the United Nations concerning preserving animal and flora ratified by the Republic of Tajikistan were considered.

The program is in the future directed to enhancement of management of especially protected natural territories Tajik National Park and first of all to preserving and enhancement of fauna and flora of the national natural parks of the Republic of Tajikistan.

The program covers the main problems of preserving reserves and development of especially protected natural territories as special standards of ecological systems and steady use of natural resources for the purpose of ecological tourism, recreation and creation of buffer zones around reserved zones.

The increasing anthropogenous impact on the nature predetermines need of expansion of the territory of especially protected natural territories and their rational use.

Improvement of activities of especially protected natural territories of the Republic of Tajikistan is priority in question of social and economic development of society.

The national natural parks and wildlife areas, natural and historical and natural parks, nature sanctuaries, recreational zones and other natural objects which have national, international and regional value belong to especially protected natural territories of the Republic of Tajikistan.

This program promotes development and planning of especially protected natural territories at the national, interstate and regional levels, ensuring protection and steady use of natural resources.

I. The current state of especially protected natural territories

For management and regulation of the relations in the field of especially protected natural territories the order of the Government of the Republic of Tajikistan of March 1, 2004 No. 70 "Questions of the State committee of environmental protection and forestry of the Republic of Tajikistan" creates Public institution of especially protected natural territories Tajik National Park.

Total area of especially protected natural territories of the Republic of Tajikistan constitutes 3,1 of one million hectares or 22,1 of % of the territory of the republic.

In the territory of especially protected natural territories, the rare mammal species of fauna which are under the threat of disappearance such as snow leopard, hyena striped generally live, the Bukhara deer, uriat, archar, red wolf, cane wolf, vintorogy goat and other types of animal and flora who are protected.

In recent years anthropogenous influence caused notable damage to the national natural parks and wildlife areas and led to reduction of amount of forests and loss of fauna by their territories.
