1. Approve the enclosed requirements to fixation of actions in case of placement electronically in single system of identification and authentication of the data necessary for registration of physical person in the specified system, and other data provided by the Federal Laws and also in case of placement of biometric personal data of physical person in single biometric system.

Requirements to fixation of actions in case of placement electronically in single system of identification and authentication of the data necessary for registration of physical person in the specified system, and other data provided by the Federal Laws and also in case of placement of biometric personal data of physical person in single biometric system

1. These requirements are applied for the purpose of fixation of actions in case of placement electronically by banks, the multipurpose centers of provision of the state and municipal services and other organizations in the cases determined by the Federal Laws (further - other organizations), after carrying out identification in case of personal presence of physical person from its consent on a grant basis:

a) the data necessary for registration of physical person in single system of identification and authentication, and other data provided by the Federal Laws (further - the information about the physical person) - in single system of identification and authentication;

b) biometric personal data of physical person (further - biometric data) - in single biometric system.

2. Fixation of actions of authorized bank employees, the multipurpose centers of provision of the state and municipal services and other organizations placing in single system of identification and authentication of the information about the physical person and in single biometric system biometric data (further - authorized employees), in the course of operating activiies on registration of physical person in single system of identification and authentication and to placement in this system of information about the physical person, and also on placement in single biometric system of biometric data is performed with use of software and (or) software and hardware tools and (or) technical means (further - means of fixing).

3. Banks, the multipurpose centers of provision of the state and municipal services and other organizations by means of use of means of fixing shall provide identification and authentication of the authorized employee before placement to them in single system of identification and authentication of information about the physical person and in single biometric system of biometric data with the subsequent fixing electronically of the identifier of the authorized employee as which the insurance number of the individual ledger account of insured person in system of the personified accounting of Fund of pension and social insurance of the Russian Federation acts.

4. Means of fixing shall provide fixation, including recording electronically, all actions of authorized employees in the course of operating activiies on registration of physical person in single system of identification and authentication and to placement in this system of information about the physical person, on placement in single biometric system of biometric data, and also storage of information on the specified actions of authorized employees, including data on time and date of making of these actions. Fixation, including recording electronically, shall be performed in the amount sufficient for recovery of chronology of the operations performed by authorized employees in the course of operating activiies on registration of physical person in single system of identification and authentication, to placement in this system of information about the physical person and also on placement in single biometric system of biometric data.

5. Banks, the multipurpose centers of provision of the state and municipal services and other organizations shall provide storage of information specified in item 4 of these requirements with use of means of fixing within 5 years from the date of placement of information about the physical person in single system of identification and authentication and (or) biometric data - in single biometric system.

6. Banks, the multipurpose centers of provision of the state and municipal services and other organizations provide storage of copies of documents, statements from them presented by physical persons, for the purpose of, these requirements specified in Item 1, within 5 years from the date of placement of information about the physical person in single system of identification and authentication and (or) biometric data - in single biometric system.
