About introduction of amendments to the Law of the Republic of Armenia "About bases of administration and administrative production"

Article 1. "About bases of administration and administrative production" (further - the Law) to state article 3 of the Law of the Republic of Armenia of February 18, 2004 to ZR-41-N in the following edition:

"Article 3. Basic concepts

1. In this Law the following basic concepts are used:

1) administrative authorities:

a) republican executive bodies of the Republic of Armenia - the ministries of the Republic of Armenia, and also other state bodies performing administration in all territory of the Republic;

b) bodies of territorial administration - governors;

c) local government bodies - the Council of Elders of municipality and the head of municipality;

2) administration - the activities making external impact on administrative authorities which come to the end with acceptance administrative or regulations, and also the activities or failure to act leading to the actual effects for persons.".

Article 2. To state article 48 of the Law in the following edition:

"Article 48. Effects of rejection of the administrative act in time administrative production

1. If the administrative authority having competence of adoption of the administrative act does not make any decision in time, established by the law, as a result of the production initiated based on the application submitted with observance of requirements of the Items "and", "g" and "d" of part 1 of article 31 of this Law, then the administrative act is deemed accepted, and the applicant can start realization of the appropriate right, except as specified, provided by part 2 of this Article.

2. The administrative act provided by part of 1 this Article cannot be deemed accepted if it is cancelled according to the Item "g" of part 1 of article 62 of this Law.
