1. Approve the enclosed Rules of control in production sites (including conversions), shipments of the quarantine products intended for import to the Russian Federation from foreign states or groups of foreign states where distribution of the quarantine objects characteristic of such quarantine products, according to international treaties of the Russian Federation, for the purpose of its use for crops and landings is revealed.

3. Control in production sites of quarantine products is exercised by Federal Service for Veterinary and Phytosanitary Surveillance (further - supervisory authority).

4. In case of control in production sites of quarantine products the quarantine phytosanitary condition of quarantine products, quarantine phytosanitary condition of the territory and (or) quarantinable object on which are performed production (including conversion) and (or) shipment of quarantine products is established.

5. Control in production sites of quarantine products is exercised in the following cases:

a) in case of receipt in supervisory authority of the address of the participant of foreign economic activity about the beginning of deliveries of quarantine products from foreign state for the control in production sites of quarantine products provided in form according to appendix (further - the address of the participant of foreign economic activity);

b) in case of receipt in supervisory authority of the address (invitation) of authorized body on quarantine of plants of the foreign state (further - authorized body of foreign state) provided in any form (further - the appeal of authorized body of foreign state).

6. The basis for monitoring procedure in production sites of quarantine products are the address of the participant of foreign economic activity and (or) the appeal of authorized body of foreign state.

7. In case of control in production sites of quarantine products in the case specified in the subitem "an" of Item 5 of these rules copies of the contract (are attached to the address of the participant of foreign economic activity in case of its availability) and the plan of delivery of quarantine products (in case of its availability) which for the purpose of these rules is understood as the document containing data on expected amounts, terms and places of deliveries of quarantine products with indication of the shipment period from foreign state, import to the territory of the Russian Federation, places of crops (landing), places of accumulating of quarantine products (with postal addresses) (in the presence). 10. The supervisory authority within 30 days from the date of receipt of the address of the participant of foreign economic activity and the appeal of authorized body of foreign state makes the decision on monitoring procedure in production sites of quarantine products.

The supervisory authority requests from authorized body of foreign state or other competent authority of foreign state information necessary for monitoring procedure in production sites of quarantine products.

11. In case of control in production sites of quarantine products carrying out in production sites of quarantine products of the following phytosanitary events is performed:

a) examination, sampling (samples) and laboratory researches of quarantine products for the purposes connected with phytosanitary certification;

b) inspection and monitoring of production sites of quarantine products in the territory of foreign state for the purpose of establishment of their phytosanitary condition according to provisions of the International convention on quarantine and protection of plants (Rome, 1951, in edition of 1997);

c) carrying out necessary according to the International convention on quarantine and protection of plants (Rome, 1951, in edition of 1997) and international standards on phytosanitary measures of actions for quarantine and protection of plants, observance of mandatory phytosanitary requirements, carrying out supervision or audit.
