About carrying out experiment on marking of separate types of precious metals, gemstones and products from them

For the purpose of determination of efficiency of introduction of marking of precious metals, gemstones and products from them the legal entities and individual entrepreneurs performing transactions with precious metals and gemstones for ensuring control of turnover of separate types of precious metals, gemstones and products from them the Government of the Russian Federation decides:

1. Make in the territory of the Russian Federation experiment on marking of separate types of precious metals, gemstones and products from them (further - experiment) from June 1, 2018 to November 1, 2018.

2. Approve the enclosed Regulations on carrying out experiment on marking of separate types of precious metals, gemstones and products from them.

3. Determine that representatives on ensuring carrying out experiment are the Ministry of Finance of the Russian Federation, the Federal Customs Service, Federal Tax Service, Federal Service for Financial Monitoring, and also federal state institution "Public Institution on Forming of the State Fund of Precious Metals and Gemstones of the Russian Federation, Storage, Leave and Use of Precious Metals and Gemstones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation" and federal state institution "The Russian State Assay Chamber under the Ministry of Finance of the Russian Federation".

4. Agree with the offer of Goznak joint-stock company on implementation of functions of the operator and developer of the integrated information system by it in the sphere of control of turnover of precious metals and gemstones at all stages of their turnover (further - the integrated information system) on a grant basis within the experiment.

5. Recommend to Goznak joint-stock company to determine till April 2, 2018:

requirements to the integrated information system;

requirements for ensuring the information security containing in the integrated information system, and ensuring information security when using information and communication technologies within the experiment.

6. To the Ministry of Finance of the Russian Federation:

a) provide coordination and monitoring of work of participants of experiment;

b) provide development and approval of methodical recommendations about carrying out experiment;

c) provide approval of requirements to the integrated information system, requirements for ensuring the information security containing in the integrated information system, and ensuring information security when using information and communication technologies within the experiment;

d) till December 1, 2018 to carry out assessment of results of experiment with participation of the interested federal executive bodies and the organizations and to provide the corresponding report to the Government of the Russian Federation.

7. Realization by the bodies and organizations of the actions provided by this resolution specified in Item 3 of this resolution is performed within the established number of staff of these bodies and organizations, and also means provided on management and management in the sphere of the established functions.

Regulations on carrying out experiment on marking of separate types of precious metals, gemstones and products from them

3. Participants of experiment are:

Ministry of Finance of the Russian Federation, Ministry of Telecom and Mass Communications of the Russian Federation, Federal Customs Service, Federal Tax Service, Federal Service for Financial Monitoring, and also federal state institution "Public Institution on Forming of the State Fund of Precious Metals and Gemstones of the Russian Federation, Storage, Leave and Use of Precious Metals and Gemstones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation" and federal state institution "The Russian State Assay Chamber under the Ministry of Finance of the Russian Federation";

the legal entities and individual entrepreneurs performing transactions with precious metals and gemstones including production of gemstones (regarding sorting, primary classification and primary assessment).

4. The legal entities and individual entrepreneurs specified Item in paragraph three 3 this provision participate in experiment on voluntary basis. For participation in experiment these legal entities and individual entrepreneurs submit applications according to the procedure, established by the Ministry of Finance of the Russian Federation.

5. For carrying out experiment the Ministry of Finance of the Russian Federation in coordination with the federal executive bodies authorized on ensuring carrying out experiment approves the methodical recommendations determining including questions:

a) markings of separate types of precious metals, gemstones and products from them means of identification, including types of the means of identification used in experiment, structure of information specified in means of identification, methods of forming and drawing funds of identification for separate types of precious metals, gemstones and products from them;

b) interactions of the integrated information system with other information systems of participants of experiment;

c) applications for participation in experiment in standard form with the documents attached to it;

d) registration of participants of experiment in the integrated information system;

e) entering of information into the integrated information system, including the scope of information, represented by participants of experiment;

e) monitoring and assessment of results of experiment;

g) interactions of participants of experiment.
