About measures for implementation of effective management system, control and work with staff of law-enforcement bodies

In the country large-scale work on enhancement of system of law-enforcement bodies, strengthening of their local link with the maximum approach to the population, accurate differentiation of tasks and functions of divisions of all levels, rational distribution of forces and means taking into account modern challenges and threats is carried out.
The realized measures allowed to raise role of law-enforcement bodies, to transform them to socially oriented professional service which activities are directed to unconditional accomplishment by each employee of the office debt - "Serve interests of the people".
At the same time, in the sphere of the organization of daily activities of law-enforcement bodies there is number of the system shortcomings which are shown in insufficiently coordinated management of forces and means, low level of educational work with staff and its professional skill, target control and analytical ensuring prevention of offenses and fight against crime.
For the purpose of implementation in activities of law-enforcement bodies of effective management system, control and work with staff, and also according to the Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:
1. Consider the priority directions of further enhancement of system of the organization of daily activities of law-enforcement bodies:
the first - implementation of the effective mechanism of the coordinated arrangement and management of forces and means of law-enforcement bodies taking into account really developing operational and criminogenic situation;
the second - cardinal review of analytical work in the sphere of protection of public order, prevention of offenses and fight against crime, for the purpose of its orientation on systems analysis of the revealed practical problems and forecasting of criminogenic situation;
third - establishment of qualitatively new simplified procedure for the matching on service in law-enforcement bodies providing completing of positions by candidates with high spiritual and moral, business and professional qualities;
the fourth - implementation of effective system of conducting educational work with staff, studying of its office and family and household problems, including by means of target application of scientific and psychological techniques;
the fifth - the organization of efficient departmental control of the accomplishment of the assigned tasks aimed at implicit law enforcement, strict observance of office discipline and timely identification of the offenses made by employees;
the sixth - enhancement of the mechanism of clerical work and procedure for document flow, ensuring timely, uniform and complete execution of regulatory legal acts at all levels of system of law-enforcement bodies.
2. Form Organizational department of the Ministry of Internal Affairs (further - Department) based on the Head organizational and inspection and information and analytical department, management of legal providing, management on work with addresses of physical, legal entities and clerical works of the Ministry of Internal Affairs of the Republic of Uzbekistan.
Determine that the Department is the office of the Minister of Internal Affairs of the Republic of Uzbekistan equated to head department to which the following main objectives are assigned:
continuous systems analysis and forecasting of criminogenic situation in the republic, timely response to its changes, planning of activities of law-enforcement bodies on the basis of studying of condition of crime and results of fight against it;
the analysis and efficiency evaluation of activities of law-enforcement bodies, realization of their complex checks and inspections, rendering practical and methodical assistance, including by means of development of offers on increase in effectiveness of work;
implementation of efficient control of timely, uniform and complete execution of decisions of the President, Oliy Majlis and Cabinet of Ministers of the Republic of Uzbekistan in the sphere of the organization of activities of law-enforcement bodies;
the organization of single legal policy and control in law-enforcement activities of law-enforcement bodies, development of offers and recommendations about enhancement of regulatory legal acts in the sphere of prevention of offenses and fight against crime;
ensuring implicit observance of the mode of privacy in system of law-enforcement bodies, the organization of effective clerical work and document flow, work with appeals of physical persons and legal entities.
3. Transfer divisions of own safety of territorial, army and industry law-enforcement bodies, and also departmental highest educational institutions to direct subordination to the Minister of Internal Affairs of the Republic of Uzbekistan with inclusion of their units financed by budgetary funds in the staff list of central office of the Ministry of Internal Affairs of the Republic of Uzbekistan and target fixing to territorial, army and industry law-enforcement bodies, and also departmental highest educational institutions, respectively.

5. Warn heads of law-enforcement bodies of all levels about the personal responsibility for efficiency of carrying out educational work with the staff subordinated to them, and also permanent studying and the solution of family and household problems of employees.
6. Establish procedure according to which:
The department is authorized to carry out independent studying of efficiency of accomplishment of the assigned tasks, to give assessment to employees of key element and to make suggestions for improvement of operational and service activity of law-enforcement bodies;
The department of spiritual and educational work and staffing
of the Ministry of Internal Affairs of the Republic of Uzbekistan conducts system monitoring of activities and career movement of staff of the law-enforcement bodies which graduated with honors from the highest educational institutions with establishment of constant control from Department;the candidates for the first time employed in analytical divisions and divisions of legal providing law-enforcement bodies according to the procedure of exception, are exempted from preliminary selection of competitive acceptance;
specialists psychologists who without fail following the results of individual conversations constitute the conclusions on each candidate and the employee considered in case of acceptance of the final decision take part in activities of selection and certifying commissions of law-enforcement bodies, including on assignment of special ranks.
