1. Approve the enclosed Rules of provision of grants in the form of subsidies from the federal budget for implementation of complex scientific and technical projects in agro-industrial complex.

2. Recognize invalid:

Rules of provision of grants in the form of subsidies from the federal budget for implementation of complex scientific and technical projects in agro-industrial complex

1. These rules establish conditions, the purposes and procedure for provision of grants in the form of subsidies from the federal budget for implementation of complex scientific and technical projects in agro-industrial complex (further - the project) within the Federal scientific and technical development program of agricultural industry for 2017 - 2025 approved by the order of the Government of the Russian Federation of August 25, 2017 No. 996 "About approval of the Federal scientific and technical development program of agricultural industry for 2017 - 2025" (further - the Program).

2. In these rules the following concepts are used:

"grant" - the funds allocated from the federal budget to the customer of the complex scientific and technical project for the purpose of project implementation.

3. Provision of grants within implementation of actions of the Program is performed by the Ministry of Agriculture of the Russian Federation within the budgetary appropriations provided in the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations brought in accordance with the established procedure to the Ministry of Agriculture of the Russian Federation as the receiver of means of the federal budget.

4. The means of grants provided to the project orderer are subject to treasurer maintenance. Money transfer of grant is performed on the personal account for accounting of transactions with means of the legal entities who are not participants of the budget process opened in territorial authority of the Federal Treasury within the amount necessary for payment of monetary commitments of project orderers which source of financial provision is the grant, no later than the second working day after provision in territorial authority of the Federal Treasury of payment documents for payment of monetary commitment.

5. Grants are provided to project orderers whose selection on competitive basis is performed according to the procedure, established by the Ministry of Agriculture of the Russian Federation.

6. The size of grant is determined by the contest committee created by the Ministry of Agriculture of the Russian Federation (further - the contest committee), according to the request for provision of grant containing data on the need for implementation of expenses on project implementation with financial and economic reasons for the specified requirement (including information on sources and amounts of extrabudgetary funds, and also terms of their direction on project implementation) (further - the request).

Regulations on the contest committee and its structure affirm the Ministry of Agriculture of the Russian Federation.

Distribution of grants between project orderers is performed by the contest committee.

7. The maximum size of grant on implementation of one project is determined taking into account limits of the budget obligations the current financial year and cannot constitute more than 50 percent of costs for the project.

The amount of extrabudgetary funds shall make at least 50 percent of costs for the project.

8. The list of the directions of expenditure of grants affirms the Ministry of Agriculture of the Russian Federation.

9. Grants are provided to project orderers in case of observance of the following conditions:

a) project compliance to the directions of implementation of subprogrammes of the Program;

b) submission of the certificate of tax authority of lack of unexecuted obligation on tax payment, charges, the insurance premiums, penalty fee, penalties, percent which are subject to the payment in accordance with the legislation of the Russian Federation about taxes and fees (in case of non-presentation of such document Ministry of Agriculture of the Russian Federation requests it independently according to the procedure of interdepartmental information interaction) issued for date not later than 30 days before date of submission of the request by the project orderer;

c) availability of coordination of the project by presidium of council on program implementation according to the subitem "v" of Item 6 of the Regulations on council on implementation of the Federal scientific and technical development program of the agricultural industry for 2017 - 2025 approved by the Presidential decree of the Russian Federation of July 21, 2016 No. 350 "About measures for realization of the state scientific and technical policy for the benefit of development of agricultural industry";

d) submission of the reference signed by the head of the organization being the project orderer (other authorized person), about lack of overdue debt on return to the federal budget of the subsidies, budget investments provided including according to other legal acts, and other arrears to the federal budget;

e) submission of the reference signed by the head of the organization being the project orderer (other authorized person), about lack of the fact of stay in the course of reorganization, liquidation, bankruptcy.

10. For receipt of grant by project orderers the following documents are submitted to the Ministry of Agriculture of the Russian Federation:

a) the request submitted in form and to terms which are established by the Ministry of Agriculture of the Russian Federation, containing including data on state registration of the property right to production rooms which use is provided in case of project implementation, or about the lease agreement of such production rooms, about availability of the parcels of land which are in property or in use in accordance with the legislation of the Russian Federation;
