About means of accounting of oil products

1. Approve the Instruction for preparation and application of means of accounting of oil products in kolkhozes, goskhoza, at the companies and in the organizations of Ministry of Agriculture and Food Production it (is applied).

2. To republican associations and concerns, Committee on bakery products, committees on agricultural industry and food of regional executive committees to give organizational and methodical help to kolkhozes, goskhoza, the companies and the organizations for studying and application of this Instruction.

3. Republican inspection of boiler inspection, standardization and metrology (Kamay of Ampere-second.) provide constant control in kolkhozes, goskhoza, at the companies and in the organizations of Ministry of Agriculture and Food Production behind condition of means of accounting of oil products.

4. To impose control of execution of this order on Head department of technical progress (Minko F. F.).

The instruction for preparation and application of means of accounting of oil products in kolkhozes, goskhoza, at the companies and in the organizations of Ministry of Agriculture and Food Production of the Republic of Belarus

1. General provisions

1.1. This Instruction for preparation and application of means of accounting of oil products in kolkhozes, goskhoza, at the companies and in the organizations of Ministry of Agriculture and Food Production of the Republic of Belarus is management for specialists of kolkhozes, goskhoz, the companies and the organizations (further in the text - the companies) Ministry of Agriculture and Food Production on accounting of oil products.

1.2. Accounting of oil products at the companies of Ministry of Agriculture and Food Production in case of acceptance, leave, storage and inventory count is performed in units of mass of weight and mass of amount.

1.3. For ensuring reliability of measurements of oil products of the company shall have the necessary equipments and measuring instruments allowed to application by Gosstandart of the Republic of Belarus and having the corresponding verification mark of metrological service or the certificate on checking.

1.4. Responsibility for completeness and serviceability of measuring instruments is assigned to heads of the companies who in turn the order (order) appoint persons for implementation of daily control of operation and condition of measuring instruments. At the same time responsible persons in the work shall be guided by regulating documents and this Instruction.

1.5. The measuring instruments which are in operation when accounting oil products are subject to checking according to requirements of STB 8003-93.

2. Devices and gages of oil products

2.1. The amount of oil products is determined in horizontal reservoirs and technological pipelines according to requirements of GOST 8.346-79, in vertical reservoirs - according to MI 1823-87.

2.2. Capacity of truck tank shall be established by manufacturing plant and be calibrated periodically with bodies of Gosstandart according to the instruction of 36-55 and appropriate means of measurements, but at least 1 time in 2 years. The amount of oil products in the truck tank filled to the specified level is determined by the certificate granted by territorial authorities of Gosstandart and which shall be shown by the driver.

2.3. After each repair and caused with respect thereto changes of capacity of the reservoir, but at least 1 time in 5 years (the item 19, appendix 9 state standard specification 8.346-79), graduation of the reservoir shall be made.

2.4. Graduation of reservoirs and creation of calibration tables are performed by the testing laboratories of regional departments of Republican inspection of boiler inspection, standardization and metrology accredited on carrying out these works on STB 941.2-93. Calibration tables shall be approved by the director and are put by the order on the company into operation.

2.5. Calibration tables are constituted for determination of volume amount of oil products in the reservoir and give the chance to person checking availability of oil products to determine their quantity, without resorting to difficult calculations.

2.6. When carrying out graduation the land reservoir shall be established on the firm, not changing the provision base (item 4.1 state standard specification 8.346-79).

2.7. On each reservoir texts with the name and brand of oil product, and also basic height shall be put.

Basic height is measured annually.

Basic height and bias of the case of the horizontal reservoir is measured by metrological service of the company. Results of measurements are drawn up by the act which affirms management of the company. In case of absence on the companies of metrological service this work can be performed by specialists of testing laboratories (see appendix 1).

2.8. Level of oil products is measured in reservoirs by metrorods (MShS-3,5) or roulettes (GOST 7502-80 OPGZ-20BUT/1).

Measurement of level of oil products is performed in two opposite points of mouth (cap) on the axial line in case of the established level and quiet mirror of oil product, and also in the absence of foam layer on its surface. The measuring tape with freight or metrorod should be lowered slowly, without allowing waves on the surface of oil product and blows about the reservoir bottom. The tape of roulette shall be in the tense condition all the time, and metrorod - in strictly vertical position.
