About approval of regulations on the Ministry of construction of the Republic of Uzbekistan, its structural divisions, and also Republican and territorial architectural town-planning councils

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of April 2, 2018 No. UP-5392 "About Measures for Radical Enhancement of System of Public Administration in the Sphere of Construction" and resolutions of the President of the Republic of Uzbekistan of April 2, 2018 No. PP-3646 "About the organization of activities of the Ministry of construction of the Republic of Uzbekistan" the Cabinet of Ministers decides:

1. Approve:

Regulations on the Ministry of construction of the Republic of Uzbekistan according to appendix No. 1;

Regulations on Republican architectural town-planning council under the Cabinet of Ministers of the Republic of Uzbekistan, and also its structure according to appendices No. 2 and 2a;

Standard regulations on territorial architectural town-planning council under the Ministry of construction of the Republic of Karakalpakstan, head departments of construction of areas and Tashkent, and also its standard structure according to appendices No. 3 and 3a;

Standard regulations on Territorial inspectorate for control in the sphere of construction under the Ministry of construction of the Republic of Uzbekistan, and also its structure according to appendices No. 4 and 4a;

Regulations on Fonda of support of activities of the Ministry of construction of the Republic of Uzbekistan according to appendix No. 5;

2. To the ministry of construction of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

3. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 6.

4. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari A. Zh. Ramatov and the Minister of Construction of the Republic of Uzbekistan A. H. Tukhtayev.

Regulations on the Ministry of construction of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines the main objectives, functions, the rights, responsibility, procedure for the organization of activities and the reporting of the Ministry of construction of the Republic of Uzbekistan (further - the Ministry), and also functional obligations and responsibility of his heads.

Chapter 3. Tasks and functions of the Ministry

§ 1. Tasks and functions of the Ministry

10. The main objectives of the Ministry are:

carrying out single state scientific and technical policy in the sphere of town planning and technical researches for construction, implementation in construction activities of the energy efficient and energy saving innovative projects and decisions providing work performance improvement, reduction in cost of installation and construction works, rational use of resources;

further enhancement and updating of regulatory framework of town planning and town-planning activities, coordination of development of departmental construction regulations and rules, work on standardization in the field of designing, constructions, productions of construction materials and products;

rendering assistance in training of qualified personnel in the field of architecture, designings and constructions, cardinal increase in level and quality of educational process in profile educational institutions, implementation of retraining and advanced training of designers and specialists of construction industry, including in the leading research establishments abroad.

11. The ministry according to the tasks assigned to it performs the following functions:

a) in the field of carrying out single state scientific and technical policy in the sphere of town planning and technical researches for construction, implementation in construction activities of the energy efficient and energy saving innovative projects and decisions providing work performance improvement, reduction in cost of installation and construction works, rational use of resources:

implements energy efficient and energy saving innovative projects, decisions, construction materials, modern construction technologies and innovative projects in construction activities;

b) in the field of the organization of development and approval of the General scheme of resettlement in the territory of the republic, schemes of the layout of the territories of the Republic of Karakalpakstan, areas, the city of Tashkent, areas, the cities, master plans of settlements and other town-planning documentation, conducting monitoring of the course of their realization:

provides development of the General scheme of resettlement in the territory of the Republic of Uzbekistan, the organization of development of schemes of the layout of the territories of the Republic of Karakalpakstan, areas (groups of areas) and town-planning documentation of objects of town-planning activities of special regulation of nation-wide value, and also research works in the field of town-planning activities;

approves master plans of the cities, city settlements, except for master plans of the cities which approval is referred to competence of the Cabinet of Ministers, and drafts of the detailed layout of the central parts of Tashkent, the regional centers and the cities having objects of cultural heritage;

performs functions of the customer on research works in the sphere of town planning, development of town-planning documentation in case of development planning and building of the territories,
