About approval of regulations of technology losses of oil products when cleaning reservoirs
For the purpose of further enhancement of work on write-off of natural wastage of oil products I order:
1. Approve Norma of technology losses of oil products when cleaning reservoirs (at the companies for providing with oil products, fuel stores and gas stations).
2. Extend this Regulations to the petroleum storage depots all entered, operating and reconstructed, fuel stores and gas station for use in case of determination of irretrievable losses and losses from decline in quality of oil products when cleaning reservoirs.

1.1. This document is developed by the Belarusian state concern on oil and chemistry and establishes regulations of losses of oil products when cleaning reservoirs on petroleum storage depots and gas stations (gas station) for all subjects of managing of the Republic of Belarus.
1.2. Regulations extend to the petroleum storage depots all entered, operating and reconstructed, fuel stores and gas station and are held for use in case of determination of irretrievable losses and losses from decline in quality of oil products when cleaning reservoirs.
1.3. Regulations extend to the vertical reservoirs including equipped with pontoons and floating roofs and horizontal (land and underground).
1.4. Regulations are established for oil products I, II and III of groups depending on their viscosity and degree of evaporability.
1.5. In the course of technology transactions on cleaning of reservoirs considerable part of oil product keeps standard, i.e. conforms to requirements of standards, part of oil product is lost forever, and other part reduces quality indicators.
1.6. Irretrievable losses - the considered losses of oil products owing to aeration, washings, steaming, mechanical or manual cleaning and other transactions.
1.7. Irretrievable losses of oil products are established in units of mass and are subject to write-off in case of execution of accounting documents.
1.8. Losses from decline in quality establish amount of oil products in the units of mass transferred to mix of waste oils (SNO).
1.9. The admissible sizes of the corresponding losses of oil products when cleaning reservoirs depending on their physical and chemical properties, and also on technical means and technology of cleaning of reservoirs are accepted to regulations of irretrievable losses and losses from decline in quality.
1.10. Reservoirs are exposed to periodic cleaning according to requirements of GOST 1510-84.
Reservoirs shall be smoothed out also before repair, graduation, drawing anticorrosive coverings on the internal surface of the reservoir, oil product change.
1.11. Cleaning of reservoirs is carried out with observance of safe engineering and fire-proof requirements.
1.12. After removal of the main oil product from the reservoir on its walls and on the bottom there is technology remaining balance which is not chosen by the pump.
The mass of technology remaining balance depends on type of oil product, type and technical condition of the reservoir, duration of operation of the reservoir without cleaning.
1.13. The mass of the reservoir of oil product M which stuck to internal walls, kg is calculated by formula:
where KN - coefficient of sticking of oil product to vertical metal surface, kg / kv.m;
S - surface area of sticking, sq.m.
The coefficient of sticking of oil products II-III of groups is determined experimentally and makes from 1,3 to kg/sq.m. 5,3.
1.14. Surface area of sticking of vertical cylindrical reservoirs is determined by formula:

N - height of the moistened wall surface in case of optimum filling of the reservoir, m.
Surface area of sticking of vertical cylindrical reservoirs with pontoons (floating roofs) is determined by formula:
where p - number "pi"; diameter of the pontoon (floating roof) is accepted equal to the internal diameter of the reservoir.
1.15. Surface area of sticking of horizontal reservoirs is determined by the following formulas.
For reservoirs with the flat bottoms:

L - length of cylindrical part of the reservoir, m;
for reservoirs with the conic bottoms:

1.16. The mass of oil product in the form of deposit on the bottom of the vertical reservoir M1, of kg is determined by formula:
