About provision of target privileges and preferences to operators and providers of data transmission networks

For the purpose of creating favorable conditions for program implementation of development of computerization and information and communication technologies for 2002-2010, and also stimulation of activities of the operators and providers providing services of data transmission and the Internet to educational, medical and scientific institutions, and also rural users, the Cabinet of Ministers decides:

1. Determine that from September 1, 2002 to December 31, 2005:

the services of data transmission and the Internet provided by operators and providers according to appendix N 1, on reduced rates to the educational, medical and scientific institutions containing at the expense of budgetary funds and also the population in the rural zone are exempted from the tax discharge on value added;

payment for use of radio-frequency range by operators and providers of data transmission networks on the organization of communication by wireless radio access according to appendix N 2, in case of provision of services of data transmission and the Internet is performed on the rates lowered by 50 percent.

2. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to establish for the period till January 1, 2006 for operators and providers (including Items of collective use) according to appendix N 3, providing services of data transmission and the Internet to educational, medical and scientific institutions, and also the population in the rural zone, the hire charge of rooms in the amount of 50 percent from effective rates.

3. To the Ministry of Finance, the State Tax Committee of the Republic of Uzbekistan together with the Uzbek communication agency and informatizations in ten-day time to develop and approve procedure for reflection by operators and providers of indicators of the accounting and financial reporting taking into account application of the target privileges and preferences provided by this resolution.

4. To impose control of execution of this resolution on deputy prime ministers of the Republic of Uzbekistan Azimov R. S. and Aripov. A.N.
