For the purpose of timely and high-quality execution of the State program on strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of the support of active entrepreneurship, the innovative ideas and technologies" approved by the Presidential decree of the Republic of Uzbekistan of January 22, 2018 No. UP-5308, and also for the purpose of creation of effective mechanisms of financial incentive of heads of state bodies and organizations (further - heads) for activities for investment attraction, development of cooperation with foreign investors, and to creation of workplaces the Cabinet of Ministers decides the organizations of new productions:

1. Accept offers of the State committee of the Republic of Uzbekistan on investments, the Ministries of Finance, the Ministries of Economics and the Ministries of employment and employment relationships of the Republic of Uzbekistan about carrying out annual tender on efficiency evaluation of work of heads for activities for investment attraction, development of cooperation with foreign investors, the organization of new productions and creation of workplaces (further - tender).

2. Approve Regulations on procedure for carrying out tender on efficiency evaluation of work of heads of state bodies and organizations for activities for investment attraction, development of cooperation with foreign investors, the organization of new productions and creation of workplaces.

3. To provide to the state committee of the Republic of Uzbekistan on investments together with the Ministry of Finance, the Ministry of Economics and the Ministry of employment and employment relationships of the Republic of Uzbekistan annual publishing till May 1 of rating of winners of tender in mass media and delivery of appropriate certificates and monetary rewards by it.

4. Determine that:

a) competition is held in the following nominations:

"For investment attraction, development of cooperation with foreign investors";

"For the organization of new productions and creation of workplaces";

"For enhancement of the legislation regulating investing activities, and also ensuring timely and effective implementation of investment projects";

b) winners of tender are handed monetary rewards in the amount of 100 minimum sizes of the salary in everyone nominatsiiza of accounts of means of reserve fund of the republican budget of the Republic of Karakalpakstan, regional budgets of areas and the city budget of the city of Tashkent or additional sources of the local budget, and also other sources which are not prohibited by the legislation.

5. Academies of Arts of the Republic of Uzbekistan together with the State committee of the Republic of Uzbekistan on investments in srokdo on August 1, 2018 to prepare and approve sketches of certificates of winners of tender in each nomination in accordance with the established procedure.

6. Recommend to National broadcasting company of the Republic of Uzbekistan and to the Agency of information and mass communications to organize placement of information materials about participants, winners and conditions of carrying out tender in mass media.

7. To impose control of execution of this resolution on the deputy prime minister - the chairman of the State committee of the Republic of Uzbekistan on investments S. R. Holmuradov.

Regulations on procedure for carrying out tender on efficiency evaluation of work of heads of state bodies and organizations for activities for investment attraction, development of cooperation with foreign investors, the organization of new productions and creation of workplaces

Chapter 1. General provisions

1. This Provision establishes procedure for carrying out tender on efficiency evaluation of work of heads of state bodies and organizations (further - heads) for activities for investment attraction, development of cooperation with foreign investors, the organizations of new productions and to creation of workplaces (further - tender).

2. Competition is held for the purpose of determination of rating of heads and stimulation of their interest in investment attraction, development of cooperation with foreign investors, the organization of new productions and creation of workplaces, and also improvement of business environment for conducting business activity according to the scheme according to appendix to this Provision.

3. Competition is held annually. The accounting period for carrying out tender is calendar year.

4. Competition is held in the following nominations:

"For investment attraction, development of cooperation with foreign investors";

"For the organization of new productions and creation of workplaces";

"For enhancement of the legislation regulating investing activities, and also ensuring timely and effective implementation of investment projects".

5. In tender have the right to take part:

vice-chairmen of Council of Ministers of the Republic of Karakalpakstan, hokim of areas and Tashkent, the cities and areas on investments;

the chairman of Committee on investments of the Republic of Karakalpakstan, heads of head departments on investments of areas and Tashkent, the cities and areas;

directors of directorates of free economic and small industrial zones.

6. The responsible organizer of tender is the State committee of the Republic of Uzbekistan on investments (further - Committee).

Chapter 2. Organization of activities of commission of experts for carrying out tender

7. The committee annually till March 10 creates commission of experts on carrying out tender (further - the Commission) as a part of seven members.

The structure of the Commission affirms the head of the corresponding complex of the Cabinet of Ministers of the Republic of Uzbekistan.

8. The Commissions, as a rule, are included representatives of the Ministry of Finance, Ministry of Economics, Ministry of employment and employment relationships of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on investments and Chamber of Commerce and Industry of the Republic of Uzbekistan.

9. The commission has the right to make decisions if at its meeting at least a half of members of the commission take part. Decisions of the Commission are made by a simple majority vote the members of the commission who are present at meeting.

In case of equality of votes, the voice of the commission chairman is decisive.

10. The decision of the Commission is drawn up by the protocol.
