1. Approve the enclosed Regulations on public institution "Interregional inspectorate for safety of flights of Committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan".

2. To provide to committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan in the procedure established by the legislation:

1) within ten calendar days from the date of approval of this order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

3) within ten working days after approval of this order submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective from the date of its first official publication.

Regulations on public institution "Interregional inspectorate for safety of flights of Committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan"

Chapter 1. General provisions

1. Public institution "Interregional inspectorate for safety of flights of Committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan" (further - Interregional inspection) is territorial authority of Committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (further - Committee) and performs within competence of Committee of function in safety of flights in all territory of the Republic of Kazakhstan.

2. Interregional inspection in the activities is guided by the Constitution of the Republic of Kazakhstan, the laws, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.

Chapter 2. Main objectives, functions, rights and obligations

12. The main objectives are:

1) state control and supervision of use of airspace of the Republic of Kazakhstan and activities of civil and experimental aviation;

2) ensuring safe use of airspace of the Republic of Kazakhstan with its users, accomplishment of flights without threat of life or to human health, the environment, interests of the state.

13. Functions:

1) implementation of constant surveillance over safety of flights by physical persons and legal entities;

2) control of safety of flights by physical and (or) legal entities which activities are not subject to certification;

3) implementation of the state control and supervision of observance by physical persons and legal entities of the legislation of the Republic of Kazakhstan on use of airspace of the Republic of Kazakhstan and activities of aircraft and (or) international standards;

4) suppression of violations of procedure for use of airspace by civil aircrafts;

5) suspension of action of the certificate of type in case of identification of the shortcomings menacing to safety of flights;

6) participation in certification of the operator of civil aircrafts;

7) participation in certification of the operator on the right of accomplishment of aviation works;

8) participation in the admission of the operator of aircraft of the general purpose operating planes with the maximum certified take-off weight over five thousand seven hundred kilograms and (or) the planes equipped with one or several turbojet (turbo-propeller) engines;

9) participation in case of modification and amendments in the existing certificates issued by authorized body in the sphere of civil aviation, response, suspension of action of certificates in case of non-compliance with certified requirements by owners;
