About some measures for increase in efficiency of activities of Single national service of the emergency challenges 112

The government DECIDES:

1. Transfer to public organization "Single National Service of the Emergency Challenges 112":

1) from the extreme number of staff of services of the emergency reaction within administrative system of the Ministry of Internal Affairs of 15 units of personnel from the staff list of service of the emergency reaction (police) and respectively 7 units of personnel from the staff list of service of the emergency reaction (firefighters), with the budget provided for 2018 for these units;

2) from the extreme number of staff of service of the emergency reaction of the National center of the pre-hospital emergency medical service subordinated to the Ministry of Health, work and social protection, 15 units of personnel from the staff list of the relevant service of the emergency reaction with the budget provided for 2018 for these units.

2. To the Ministry of Internal Affairs and the Ministry of Health, work and social protection in 5-day time from the date of entry into force of this resolution:

1) to take necessary measures for implementation of the translation according to Items 1 and 2, according to the legislation;

2) to provide review of structure and the extreme number of staff of the relevant services of the emergency reaction.

3. Release of personnel of services of the emergency reaction which refused transfer to structure of Single national service of the emergency challenges to perform 112, according to the legislation.

4. To the Ministry of Finance based on offers of the Ministry of Internal Affairs and Ministry of Health, work and social protection to provide redistribution of the approved budgetary appropriations between the ministries, other central administrative authorities and organizational structures relating to the sphere of their competence according to provisions of this resolution.

5. In Item 2 of the Order of the Government No. 778/2009 on approval of the Regulations on the organization and functioning of the Ministry of Internal Affairs, structure and extreme number of its central office (The official monitor of the Republic of Moldova, 2009, No. 173, of the Art. 856) to make the following changes:

in paragraph one of figure "17859" to replace with figures "17837";

in the paragraph the second to replace figures "17764" with figures "17742";

in paragraph three of figure "2474" to replace with figures "2467".

6. In the Order of the Government No. 243/2016 about creation of Single national service of the emergency challenges 112 (The official monitor of the Republic of Moldova, 2016, Art. No. 55-58, 275) to make the following changes:

1) in the resolution:

a) in Item 3 the fourth to exclude the paragraph;

b) in item 4 of figure "82" to replace with figures "119";

c) add with Item 6-1 of the following content:

"6-1. The Ministry of Economy and Infrastructure annually approves the budget of Single national service of the emergency challenges 112, according to the offer of Administrative board of Service 112 within the assignments provided in the government budget for the corresponding year and from other legal sources.";

2) in appendix No. 1:

a) in all text of appendix of the word "Ministry of Information Technologies and Communications" shall be replaced with words "Ministry of Economy and Infrastructure";

b) in Item 13:

in the subitem 3) after the word "studies" to introduce the words "also submits to the Administrator for approval";

in the subitem 6) to exclude the words "also claims", and to "Government" shall be replaced with words the word to "Ministry of Finance";

c) in Item 31:

e) in Item 33:

to recognize subitems of 14)-18) invalid;

f) in Item 34 of the word "The Minor Division Carries Out" to replace with the text "The centers of acceptance of the emergency challenges 112 carry out";

j) add with Item 41-1 of the following content:
