About the strategy of development of tourism in the Republic of Tajikistan for the period till 2030

According to article 16 of the constitutional Law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1. Approve the Strategy of development of tourism in the Republic of Tajikistan for the period till 2030 it (is applied).

2. Determine Committee on tourism development under the Government of the Republic of Tajikistan by the coordinator of execution of the Strategy of development of tourism in the Republic of Tajikistan for the period till 2030.

3. To the Ministry of Finance of the Republic of Tajikistan together with Committee on tourism development under the Government of the Republic of Tajikistan to take necessary measures for research of sources of financing of the Strategy of development of tourism in the Republic of Tajikistan for the period till 2030 from the government budget and other sources.

4. To committee on tourism development under the Government of the Republic of Tajikistan:

- develop and submit for approval of the Government of the Republic of Tajikistan the actions plan on strategy implementation of tourism development in the Republic of Tajikistan for the period till 2030 for each four years;

- to annually represent to the Government of the Republic of Tajikistan data on strategy implementation of tourism development in the Republic of Tajikistan for the period till 2030.

5. To the relevant ministries and departments, local executive bodies of the government to take necessary measures for accomplishment of the Strategy of development of tourism in the Republic of Tajikistan for the period till 2030 and according to the actions plan on strategy implementation of tourism development till 2030, annually to represent data to Committee on tourism development under the Government of the Republic of Tajikistan.

Chapter 1. General provisions

1. The tourist industry in the modern world is one of profitable industries of economy and plays important role in employment and increase in level of living of the population. Therefore regulation of favorable conditions for development of tourist industry and enhancement of state policy on management of industry are considered as the most important priorities of social and economic policy of development of the Republic of Tajikistan.

2. The strategy of development of tourism in the Republic of Tajikistan for the period till 2030 (further – strategy) determines the purposes, tasks and the priority directions of development of tourist industry of the country for the period till 2030 and is factor of forming of plans and managements of entrepreneurial initiatives of citizens in industry of tourism of the country. The analysis shows that as a result of the taken measures country visit by foreign tourists increases every year. Chapter 2. Present condition of tourist industry in the Republic of Tajikistan

Along with the existing factors promoting tourism development in regions of the republic exist some other problems which interfere with development of this industry of the sector. Elimination of these problems and improvement of the investment climate, investment attraction in tourism infrastructure, increase in the service level, search of the new world markets and attraction of bigger number of tourists, will give serious push to the economic growth and welfare of the population.

To find solutions of the existing problems in tourist industry, the international experience shows that for investment attraction to the sector of tourism to the state first of all, it is necessary to determine its priority directions and to allocate privileges. It is also important that at the first stage the state encouraged private sector for investment and provided the necessary economic and legal base for improvement of tourist areas. After certain period (3-5 years) they will become important source of foreign currency.

9. The government of the Republic of Tajikistan provided important tax and customs privileges for development of tourist industry. In particular, travel agencies are tax-exempt on profit within the first five years of their activities, and import of the equipment, the equipment and construction materials for construction of tourist objects are tax-exempt on value added and customs duties.
