Based on part one of Item 6-1 of Article 35 and part one of Item 9 of article 43 of the Law of the Republic of Belarus of January 4, 2014 "About physical culture and sport" the Council of Ministers of the Republic of Belarus DECIDES: No. 125-Z

1. Approve Regulations on order of interaction of organizers of official sports and mass actions and official sports competitions to state bodies (organizations) it (is applied).

2. This resolution becomes effective after its official publication.

Regulations on order of interaction of organizers of official sports and mass actions and official sports competitions to state bodies (organizations)

1. This Provision determines order of interaction of organizers of official sports and mass actions and official sports competitions to state bodies (organizations), cases of finding of crews of emergency medical service in venues of official sports and mass actions and official sports competitions and quantity of such crews, and also procedure and conditions of compensation of actually incurred expenses on protection of public order and ensuring public safety, traffic safety, rendering emergency medical service in places and during in the territory of the Republic of Belarus:

official sports and mass actions, official sports competitions which financing is performed at the expense of means republican and (or) local budgets;

official sports and mass actions and official sports technical, aviation, military and applied and office and applied sports competitions which financing is performed at the expense of the means of the republican budget and (or) republican state public associations performing development of these sports.

2. Cases of finding of crews of emergency medical service and standard rates of quantity of crews of emergency medical service in venues of official sports and mass actions and official sports competitions are determined depending on their level and sport on which they are carried out.

When holding official sports and mass actions standard rates of quantity of crews of emergency medical service according to appendix 1 are applied.

When holding official sports competitions, including to participation of athletes of Paralympic and deflimpiysky sports, standard rates of quantity of crews of emergency medical service according to appendix 2 are applied.

3. For implementation by the relevant state body (organization) (further – the contractor) functions on protection of public order and ensuring public safety, traffic safety, rendering emergency medical service in places and during the actions specified in Item of 1 this provision (further – functions on safety), the agreement on cooperation between the event manager, 1 this provision specified in Item (further – the organizer), and the contractor is signed.

The form of the agreement on cooperation is established by the Ministry of Sport and tourism.

4. Accomplishment by the contractor of obligations assumed according to the agreement on cooperation specified in Item 3 this provision (further – the agreement on cooperation), is performed within competence at the expense of the funds allocated from republican and (or) local budgets for its content.

5. In case of implementation by the contractor of expenses on accomplishment of functions on safety at the expense of means from the activities which are bringing in incomes compensation to it actually incurred expenses is performed by the organizer based on the provided calculation of expenses attached to the agreement on cooperation.

6. Settlement of disagreements concerning compensation by the organizer of the expenses which are actually incurred by the contractor on accomplishment of functions on safety is performed by the organizer and the contractor according to the agreement on cooperation by negotiation or judicially.
