About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan

This Law determines legal, organizational, social and economic basis of development, consideration and approval of the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan.

Article 1. Basic concepts

In this Law the following basic concepts are used:

- forecasts of social and economic development of the Republic of Tajikistan - evidence-based hypothesis of the probable future social and economic, it is scientific - technical, ecological and external economic condition of the Republic of Tajikistan, including the indicators characterizing this condition;

- the state forecasting of social and economic development of the Republic of Tajikistan - the activities of executive bodies of the government and business entities on development and adjustment of forecasts of social and economic development of the Republic of Tajikistan used for the purpose of decision making on initial stages of plan development and programs as the instrument of scientific anticipation, the stsenariyny analysis (alternative) and receipts of the additional information;

- the concept of social and economic development of the Republic of Tajikistan - vision of strategic objectives, priorities, directions and tasks is social - economic development of the country for long-term outlook, the strategy of actions in case of implementation of forecasts, programs and plans of social economic development;

- the strategy of social and economic development of the Republic of Tajikistan - covers long-term goals and the main indicators within the solution of priority tasks and achievement of specific indicators on the basis of rational use of the existing resources and potentials;

- the program of social and economic development of the Republic of Tajikistan - set of measures and the approved plans of achievement of strategic objectives and general tasks within priorities of national, local and industry level taking into account effective use of natural, material and financial resources in the medium-term period;

- the state target programs - set of the approved actions and plans taking into account the characteristics which are available potential and resources of the corresponding industries for achievement of the set state objects and priorities to the medium-term period which are developed by the Government of the Republic of Tajikistan;

- the plan of social and economic development - set of actions for the solution of objectives which can be short-term, medium-term and long-term;

- public sector of economy - the bodies performing economic activity, including the state unitary enterprises, and also joint-stock companies and joint businesses with bigger share of the state.

Article 2. Legislation of the Republic of Tajikistan on the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan

The legislation of the Republic of Tajikistan on the state forecasts, strategy, concepts and programs of social and economic development of the Republic of Tajikistan is based on the Constitution of the Republic of Tajikistan and consists of this Law, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan.

Article 3. Principles of the organization and activities of system of the state forecasting of social and economic development of the Republic of Tajikistan

The organization and activities of system of the state forecasting of social economic development is based on the following principles:

- integrity - mutual coordination of forecasts, strategic documents and programs of social and economic development of the Republic of Tajikistan for the short-term, medium-term and long-term periods with the relevant ministries and departments of the Republic of Tajikistan;

- objectivity - the state forecasts of social and economic development of the Republic of Tajikistan are developed on the basis of official data, the available potential, tendencies of last years, influence of internal and external factors on economy and adjusted in case of change of economic situation;

- scientific justification - the state forecasts of social and economic development of the Republic of Tajikistan are developed on scientific basis with use of international experience and in case of permanent enhancement of methodology;

- transparency - the state forecasts of social and economic development of the Republic of Tajikistan, except for some documents and data having the state secret after approval are available to the public;

- responsibility - for timely and high-quality development of the forecast participants of development of forecasts are responsible for submission of information and their implementation according to the legislation of the Republic of Tajikistan.

Article 4. State forecasts of social and economic development of the Republic of Tajikistan

1. The government of the Republic of Tajikistan for the purpose of social and economic development of the country and ensuring economic safety develops the state forecasts of social and economic development of the Republic of Tajikistan for short-term, medium-term and long-term prospects by means of programs and forecasting models of social and economic development. The procedure for development of the specified forecast affirms the Government of the Republic of Tajikistan.

2. The state forecasts socially - economic development of the Republic of Tajikistan are developed on the basis of the complex analysis of results, priorities, opportunities, the main directions and social and economic development of the Republic of Tajikistan.
