1. The provision on ensuring radiological safety in activities with sources of ionizing radiation out of specially equipped room (further - the Provision) establishes requirements for ensuring radiological safety in radiological activities with use of sources of ionizing radiation out of the rooms which are specially equipped for this purpose. This Provision partially shifts the Directive 2013/59/Euratom of Council of December 5, 2013 establishing the main regulations of safety for protection against the dangers arising from impact of ionizing radiation and canceling Directives 89/618/Euratom, 90/641/Euratom, 96/29/Euratom, 97/43/Euratom and 2003/122/Euratom, published in the Official magazine of the European Union by L 13/1 of January 17, 2014.
2. This Provision is applied to practice of use of sources of ionizing radiation out of specially equipped room integrated to risk of exposure from such sources and regulates professional radiation and radiation of the population, including potential radiation.
3. For the purposes of this provision the following concepts are used:
the controlled area - zone in which there are sources of ionizing radiation subject to special regulation for the purpose of protection against ionizing radiation, and access to which is limited and is controlled;
observed zone - the zone which is under observation for the purpose of protection against ionizing radiation;
potential radiation - radiation which emergence is not expected, but which can result from accident or owing to any event or number of events which probability is supposed, including because of defect of the equipment with source of ionizing radiation and mistakes in the address.
4. The owner of radiological permission provides application of this provision by hiring of qualified persons in the field of radiation protection and radiological safety according to Law No. 132 provisions of June 8, 2012 on safe implementation of nuclear and radiological activities.
5. The personnel allowed to work with sources of ionizing radiation in radiological activities out of specially equipped room according to provisions of articles 20 and 23 of the Law No. 132 of June 8, 2012, shall have qualification and knowledge in the relation:
1) measures for ensuring radiation protection in the working area;
2) the correct use of installations with sources of ionizing radiation;
3) measures for ensuring physical protection of radioactive and nuclear materials and radiological installations;
4) measures of primary reaction in extreme radiological and nuclear cases.
6. In radiological practice out of specially equipped room only installations with sources of ionizing radiation which shall be used:
1) have the valid safety certificate issued by National agency on regulation of nuclear and radiological activities (further - the National agency) according to article 23 of the Law No. 132 of June 8, 2012;
2) pass periodic test for the purpose of check of compliance to nominal technical parameters as it is recommended the manufacturer, and after each repair and/or replacement of components. Periodic testing and testing after repair and/or replacements of components are carried out by the owner of permission according to article 20 of the Law No. 132 of June 8, 2012. When using radioactive sources by the owner of permission it is performed on availability of radioactive leakage according to frequency and methods, established by technical documentation of the manufacturer.
7. Radiation protection in radiological practice out of specially equipped room is provided in the way:
1) availability and following to the procedure of performance of works with radioactive sources, accelerators or x-ray generators;
2) personnel trainings is in that, as for decrease in dose and use of the principle of radiation protection of ALARA (the safest and effective, in case of the smallest costs);
3) control and monitoring of individual doses of radiation of personnel;
4) assessment and monitoring of doses of the radiation proceeding owing to daily activities for the population.
8. The procedure of performance of works with the closed radioactive sources or with generators of x-ray radiation shall contain information necessary for confirmation of observance of legal provisions and assessment of extent of ensuring radiological safety, including physical safety, and shall include the following:
1) reasons and optimization of activities with sources of ionizing radiation;
2) the description of installations with sources of ionizing radiation, with indication of identification data and specifying, for each radioactive source, radionuclide and the maximum activity during the offered working period or, in case of use of mobile x-ray installation, like the generator (directed or panoramic), the maximum parameters of generators of x-ray radiation, complete filtering, geometry and orientation of bunch of ionizing radiation;
3) the description of the used operating modes;
4) method and measures for differentiation of controlled and observed areas, in particular, measures for ensuring compliance with the limits of doses set by the international regulating documents and procedure for their application, and also Law No. 132 provisions of June 8, 2012 for the purpose of providing prohibition of access for strangers or the population in the zone differentiated for activities implementation;
5) measures for ensuring physical protection of radioactive sources or materials;
