1. Approve the enclosed Requirements for development of architecture of "the electronic government".

2. Declare invalid the order of the acting minister on investments and development of the Republic of Kazakhstan of January 28, 2016 No. 124 "About approval of requirements for development of architecture of "the electronic government" (it is registered in the Register of state registration of regulatory legal acts at No. 13350, published on March 31, 2016 in information system of law of Ad_let).

3. To provide to department of informatization of the Ministry of information and communications of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan;

4) within ten working days after state registration of this order submission to Legal department of the Ministry of information and communications of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of information and communications of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Requirements for development of architecture of "the electronic government"

1. These requirements for development of architecture of "the electronic government" (further – Requirements) are developed according to the subitem 10) of article 7 of the Law of the Republic of Kazakhstan "About informatization" (further – the Law).

2. In Requirements the following basic concepts are used:

1) architecture of "the electronic government" – the description of objects of informatization of "the electronic government", including tasks, functions of public administration by the corresponding industries (spheres), in digital form;

2) the service integrator of "the electronic government" – the legal entity determined by the Government of the Republic of Kazakhstan to which functions on methodological ensuring development of architecture of "the electronic government", and also other functions provided by the Law are assigned;

3) reengineering – conversion of the current working process for the purpose of increase in efficiency, quality and effectiveness of organization activity;

4) data management – the process connected with determination, creation, collection, accumulating, storage, distribution, destruction, support of data, and also providing their analytics, quality, availability, protection.

3. Development of architecture of "the electronic government" is performed by the service integrator of "the electronic government".

4. Development of architecture of "the electronic government" is permanent dynamic process of its gradual transfer of current status in the planned target condition – the digital state.

5. The planned target condition of architecture of "the electronic government" is determined proceeding from the priorities established by documents of system of state planning.

6. Premises of development of architecture of "the electronic government" are:

legal acts of the Republic of Kazakhstan;

achievement of target indicators of the strategy of digital transformation by state bodies;

achievement of target option of business process reengineering;

data management;

results of monitoring of realization of architecture of "the electronic government".

7. Development of architecture of "the electronic government" is performed on the basis of the following key requirements:

activities and structure of state bodies, reflected in digital form;

single approach to the problem resolution in the field of informatization (the state satisfies needs of citizens);

ubiquity and pro-activity of the state services;

use of data as crucial element of digital ecosystem;

transition to open program codes (rational ratio between costs for creation and operation of object of informatization and the economic effect gained from its functioning);

transparency and openness of activities of state bodies.
