Instruction for accounting and data presentation and information on waste and management of them

I. General provisions

2. This instruction establishes:

1) responsibility of owners of waste for preparation and data presentation and information on waste and management of them;

2) classification and procedure for administration by data and information on waste and management by them;

3) management of data and information on waste and management of them;

4) procedures of monitoring, ensuring compliance and application.

II. Responsibility of owners of waste for preparation and data presentation and information on waste and management of them

1) subjects which activities lead to formation of waste (producers of waste) according to article 32 of the Law on waste;

5) agents or brokers of waste.

4. For simplification of data presentation and information on waste and their management owners of waste shall:

1) to keep monthly chronological account of quantity, properties and origin of the formed/received waste on the same website, filling according to the separate form for each category of the formed/received waste, according to the form 1 and requirements listed in appendix No. 1;

2) annually to represent to the Agency on the environment data on total quantity of each category of the waste which is formed/received/collected, and also information on their management, till April 30 of the year following for reporting according to the form 2 and requirements listed in appendix No. 2, if they form more than 50 kg of dangerous wastes or more than 1 tons of the waste which are not dangerous;

3) to provide quality of information provided in the report for the Agency on the environment.

5. Physical persons are exempted from the requirements specified in item 4.

6. The small and medium companies, organizations or other subjects, whose waste bring together bodies of local public authority by means of municipal operators on waste management, are exempted from the requirements specified in item 4.

7. For ensuring comparability of the data provided by the owners of waste listed in Item 3, these data shall correspond to the principles of completeness, the sequence and reliability, to be exhaustive, authentic and based on the same criteria of forming.

8. The subjects responsible for accounting and waste management store the reporting under harmless waste within one year, and on dangerous wastes - within three years, except for organizations and transport enterprises on transportation of dangerous wastes which shall store the reporting within at least 12 months and present her to regulating authority, on demand.

9. Information on quantity, number and categories of the waste collected and processed by collective and individual schemes will also be provided within the automated information system "Waste management". At the same time the procedure of submission of the reporting is established by the regulations on category management of the waste getting under action of the principle of expanded liability of the producer approved by the Government.
