ORDER OF THE MINISTER OF INFORMATION AND COMMUNICATIONS OF THE REPUBLIC OF KAZAKHSTAN

About approval of Rules of carrying out certification of civil servants of public institutions of the Ministry of information and communications of the Republic of Kazakhstan

According to Item 7 of Article 139 of the Labor code of the Republic of Kazakhstan of November 23, 2015 PRIKAZYVAYU:

1. Approve the enclosed Rules of carrying out certification of civil servants of public institutions of the Ministry of information and communications of the Republic of Kazakhstan.

2. To provide to department of personnel management of the Ministry of information and communications of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan;

4) within ten working days after state registration of this order submission to Legal department of the Ministry of information and communications of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the responsible secretary of the Ministry of information and communications of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of carrying out certification of civil servants of public institutions of the Ministry of information and communications of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of carrying out certification of civil servants of public institutions of the Ministry of information and communications of the Republic of Kazakhstan (further - Rules) are developed according to Item 7 of Article 139 of the Labor code of the Republic of Kazakhstan and determine procedure and conditions of carrying out certification of the civil servants holding positions in subordinated public institution of the Ministry of information and communications of the Republic of Kazakhstan (further - Organization).

2. Certification of employees is performed for the purpose of determination of level of compliance of knowledge and qualification of employees to qualification characteristics to the position held by them and (or) qualification category for which they apply.

3. The main evaluation criterion in case of certification is the capability of civil servants to carry out the obligations assigned to them.

4. Civil servants undergo certification after each next three years of stay on civil service, but not earlier than six months from the date of the occupation of this position.

Certification is carried out no later than six months from the date of approach of the specified term.

5. Certifications are subject all civil servants, except for expectant mothers, and also persons who worked in the sphere of information more than 20 years.

6. The civil servants who are on vacation non-paid in pregnancy-related absence and child(children) birth, in child care leave before achievement of age of three years by it, are certified not earlier than in six months after entry into service.

7. Certification of civil servants includes number of consecutive stages:

1) preparation for carrying out certification;

2) the interview with civil servants conducted by certifying commission;

3) decision of certifying commission.

Chapter 2. Certification of the first head of Organization

8. The first head of Organization (further - the head) undergoes certification in the Ministry of information and communications of the Republic of Kazakhstan (further - the Ministry).

9. Certification of the head is carried out by service of personnel management of the Ministry.

Preparation for carrying out certification includes the following events:

1) preparation of necessary documents on the head who is subject to certification;

2) schedule development of carrying out certification;

3) determination of structure of the commission on the organization of certification of the head (further - Certifying commission of the Ministry);

4) explanation of the purposes and procedure for carrying out certification.

10. The order of authorized body on representation of service of personnel management of the Ministry according to items 4 and 6 Rules appoints date of certification of the head and the structure of Certifying commission of the Ministry affirms.

11. The service of personnel management of the Ministry notifies the certified head on terms of carrying out certification no later than month prior to its carrying out.

12. The office characteristic on the head prepares service of personnel management of the Ministry.

13. The office characteristic contains reasonable, objective assessment of professional and qualification training, business qualities and results of office activities of the certified head.

14. Not later than three weeks prior to meeting of Certifying commission of the Ministry the service of personnel management of the Ministry acquaints certified with the office characteristic provided on it.

15. Certified can declare the disagreement with the office characteristic provided on it and send the alternative information which is subject to discussion during the meeting of Certifying commission of the Ministry to service of personnel management of the Ministry.

16. The service of personnel management of the Ministry draws up on the certified head the appraisal sheet in form according to appendix 1 to these rules.

17. The prepared certification materials go service of personnel management of the Ministry to Certifying commission of the Ministry.

18. The structure of Certifying commission of the Ministry affirms the order of his first head as odd quantity (at least 5 members), including the chairman and the vice-chairman.

19. The chairman performs management of Certifying commission of the Ministry, presides over its meetings, provides work planning, exercises general control of implementation of the decisions made by Certifying commission of the Ministry.
