The government of the Republic of Kazakhstan DECIDES:
1. Approve the enclosed State program of housing construction "Nurla zher" (further - the Program).
2. To the central and local executive bodies, the organizations to take measures for program implementation.
3. To responsible central and local executive bodies, the organizations (in coordination) to provide information according to the Actions plan on program implementation according to the order of the Government of the Republic of Kazakhstan of November 29, 2017 to No. 790 "About approval of System of state planning in the Republic of Kazakhstan".
4. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.
5. To impose control of execution of this resolution on the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.
6. This resolution becomes effective from the date of its signing.

This State program of housing construction "Nurla zher" (further - the Program) is developed within the operating System of state planning.
In 2017 the Housing development programme "Nurla zher", adopted at the request of the Head of state, this at the enlarged meeting of the Government of the Republic of Kazakhstan on September 9, 2016, and providing implementation of new approaches of stimulation of housing construction for increase in availability of housing to general population and integration of housing questions into it from the existing programs started.
In the state housing policies accents with direct were transferred to off-budget financing. The funds in the sphere of housing construction allocated within the State program "Nurla zhol" for 2015-2019 (further - Gosprogramma "Nurla zhol") and Development programs of regions till 2020, are concentrated and redistributed in this Program.

in 2015 - 1,4 of one million sq.m;
in 2016 - 1,0 of one million sq.m;
in 2017 - 1,6 of one million sq.m.
In total on the republic for the last three years it is put in operation of 268 900 units of dwellings, from them - 95 897 individual houses and over 60 thousand apartments within housing programmes.
Following the results of January - February, 2018 it is put in operation 1, by one million sq.m of total area of apartment houses, from them 1, to one million sq.m or 89% it is handed over by private builders and the population. In quantitative expression it is put in operation of 16 525 units of dwellings, from them - 5 663 individual houses.
