About organizational measures for enhancement of management system road transport in the Republic of Uzbekistan

In pursuance of the resolution of the President of the Republic of Uzbekistan of March 6, 2018 "About measures for further enhancement of management system road transport" the Cabinet of Ministers decides No. PP-3589:

1. Approve:

Regulations on the Uzbek agency of road transport according to appendix No. 1;

samples of departmental uniform and signs of distinction of employees of the Uzbek agency of road transport according to appendix No. 2;

the description of departmental uniform and signs of distinction of employees of the Uzbek agency of road transport according to appendix No. 3.

2. Form the commissions on reception-transmission:

department of the navigable register from the Uzbek agency of road transport (further - the Uzavtotrans Agency) to the Ministry of Emergency Situations of the Republic of Uzbekistan in structure according to appendix No. 4;

The Nukus professional college of automobile and road economy and service industry, the Andijan professional college of transport and services, the Samarkand professional automobile and road college from the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan to the Uzavtotrans Agency in structure according to appendix No. 5.

Provide to the commissions timely and complete carrying out inventory count and reception-transmission in accordance with the established procedure of property, buildings, constructions and the corresponding in-house documentation of the transferred department of the navigable register and professional colleges.

3. To provide the commissions on accession of specially authorized bodies and departments on management of urban passenger transportation to the relevant territorial administrations of the Uzavtotrans Agency (A. Zh. Ramatov):

a) within accession of specially authorized bodies and departments according to organizational structure of territorial administration of the Uzavtotrans Agency additional completion of territorial administration by specialists in the following activities:

forming of rates and tendering process;

dispatching control, coordination of motor transportations;

implementation of information and communication technologies;

legal servicing;

b) in two-month time together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent:

reception-transmission of buildings, constructions, the in-house documentation and other property from specially authorized bodies and departments to territorial administrations of the Uzavtotrans Agency;

the termination of employment contracts with employees of specially authorized bodies and departments released in connection with staff reduction according to the labor law.

4. Determine that:

for the employees of specially authorized bodies and departments who are subject to reducing for accession to territorial administration of the Uzavtotrans Agency working conditions and compensations at the expense of means of specially authorized bodies and departments remain, up to the termination of employment contracts in accordance with the established procedure;

qualification requirements according to the Industry wage rate book of positions of employees and professions of workers of road transport are imposed to persons employed in territorial administration of the Uzavtotrans Agency.

5. To the ministry of transport of the Republic of Uzbekistan together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent:

a) develop and implement, since II half-year 2019, the mechanism of practical functioning of centralized system of regulation and management of activities of bus stations and bus stations providing:

equipment of bus stations and bus stations the advanced information and communication technologies, forming of modern infrastructure of information and network communication between bus stations, bus stations and the Ministry of transport of the Republic of Uzbekistan;

attachment of passenger routes to bus stations and bus stations for the purpose of full use of their potential;

rendering the wide list of services in servicing of passengers, including on informing the population on routes, options and modes of transport of following to destination;

b) resolve the issues connected with streamlining of activities of the spontaneous car parks which are engaged in landing/disembarkation of passengers without allowing documents;

c) together with the Ministry of Internal Affairs of the Republic of Uzbekistan in three-months time to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on optimum operating mode of buses on long-distance, interregional and international bus routes;

d) in three-months time to provide:

carrying out inventory count of stopping points on the passenger routes public which are under authority of executive bodies on places to determine the need for construction of new stopping points, reconstruction and repair of existing;

following the results of inventory count introduction on approval into the Cabinet of Ministers of the Republic of Uzbekistan Programs of measures for step-by-step construction, reconstruction and repair of stopping points in the cities and the district centers for 2018 - 2021;

e) organize on system basis work on opening of the international passenger bus routes, taking into account demand of trips the population;

e) together with the Ministry of Internal Affairs of the Republic of Uzbekistan to create permanent mobile groups of number of inspectors of territorial administrations of traffic safety and the Ministry of transport of the Republic of Karakalpakstan, managements of transport of areas and Tashkent for carrying out regular joint raids regarding observance of requirements by carriers regarding safety in transit of passengers, accomplishment of conditions of tender contracts and transportation of goods, participation in carrying out obligatory technical inspections of vehicles, carrying out scheduled maintenance on the prevention of the road accidents.

6. Determine that:

powers of the abolished departments on licensing and coordination of movement of all types of passenger traffic of khokimiyats of the city of Tashkent and the Tashkent region regarding licensing of passenger traffic by road transport are in accordance with the established procedure transferred to the relevant territorial administrations of the Uzavtotrans Agency;

licenses and licensed cards issued by departments on licensing and coordination of movement of all types of passenger transport of khokimiyats of the city of Tashkent and the Tashkent region are effective before the expiration of the terms specified in them.

7. Assign to the vice-chairman of Council of Ministers of the Republic of Karakalpakstan, deputies of hokim of the areas, the cities and areas supervising questions of transport servicing, the personal responsibility for proper maintenance of stopping points on passenger routes public, ensuring compliance with safety, health regulations, regulations and hygienic standard rates.

8. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 6.

9. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 7.

10. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari A. Zh. Ramatov and the chief of the Uzbek agency of road transport D. T. Dekhkanov.
