About representations and representatives of the Ministry of Internal Affairs of the Russian Federation abroad

For the purpose of increase in efficiency of interaction of the Ministry of Internal Affairs of the Russian Federation with competent authorities of foreign states and the international organizations in the field of counteraction of transnational crime, to drug trafficking, psychotropic substances and their precursors and in the field of migration I decide:

1. Establish the general number of staff of the foreign office of the Ministry of Internal Affairs of the Russian Federation in number of 100 units within the number of staff of law-enforcement bodies of the Russian Federation established by the President of the limiting Russian Federation.

2. Determine that the foreign office of the Ministry of Internal Affairs of the Russian Federation is constituted:

a) representative offices of the Ministry of Internal Affairs of the Russian Federation abroad (further - representations);

b) representatives of the Ministry of Internal Affairs of the Russian Federation abroad and their deputies (further - representatives).

3. Determine that:

a) the decision on opening (abolition) of representation is made by the President of the Russian Federation according to the offer of the Ministry of Internal Affairs of the Russian Federation approved with the Ministry of Foreign Affairs of the Russian Federation and competent authorities of the corresponding foreign state;

b) the head, the deputy manager and the staff (workers) of representation are part of representation;

c) representatives perform the functions as a part of diplomatic representations and consular establishments of the Russian Federation, representations of the Russian Federation in case of international (interstate, intergovernmental) the organizations without inclusion in their number of staff;

d) heads, deputy managers and staff (workers) of representations, and also representatives:

go the Ministry of Internal Affairs of the Russian Federation to foreign states in coordination with the Ministry of Foreign Affairs of the Russian Federation and competent authorities of these states;

4. To provide to the Ministry of Foreign Affairs of the Russian Federation, Federal Security Service of the Russian Federation, Russian Foreign Intelligence Service, Federal Guard Service of the Russian Federation in accordance with the established procedure representations and representatives with special telephone communication and (or) special document communication.

5. To the government of the Russian Federation:

a) determine procedure and conditions of activities of representations and representatives, including conditions of their material security, when opening representations (the direction of representatives);

b) provide financing of maintenance costs of representations and representatives for the account and within the budgetary appropriations provided on these purposes in the federal budget to the Ministry of Internal Affairs of the Russian Federation;

c) bring the regulatory legal acts into accord with this Decree.

6. Recognize invalid:
