About enhancement of management system by the Joint force of troops (forces) on carrying out counter-terrorist operations in the territory of North Caucasus region of the Russian Federation

For the purpose of enhancement of management system by the Joint force of troops (forces) on carrying out counter-terrorist operations in the territory of North Caucasus region of the Russian Federation I decide:

1. Determine that:

a) in structure of the Joint force of troops (forces) on carrying out counter-terrorist operations in the territory of North Caucasus region of the Russian Federation (further - the Joint force) connections, military units, divisions (bodies) of troops of national guard of the Russian Federation and the Armed Forces of the Russian Federation, law-enforcement bodies of the Russian Federation and their division, bodies and divisions of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, Federal Security Service of the Russian Federation, Federal Guard Service of the Russian Federation and federal state bodies in which the military service is provided are attracted;

b) the common directorship of activities of the Joint force is performed by the director of the Federal Service of troops of national guard of the Russian Federation - the commander-in-chief of troops of national guard of the Russian Federation;

c) the director of the Federal Service of troops of national guard of the Russian Federation - the commander-in-chief of troops of national guard of the Russian Federation determines structure of the Joint force concerning troops of national guard of the Russian Federation independently, and concerning connections, the military units, divisions and bodies specified in the subitem "an" of this Item - on the basis of proposals of heads of the corresponding federal executive bodies and federal state bodies.

2. Single management of the connections, military units, divisions and bodies attracted in structure of the Joint force is provided by the commander of the Joint force.

The commander of the Joint force has the deputies appointed without release from military positions (positions) by the Minister of Defence of the Russian Federation, the Minister of Internal Affairs of the Russian Federation, the Minister of the Russian Federation for civil defense, to emergency situations and natural disaster response, the Director of the Federal Security Service of the Russian Federation and the Director of the Federal Guard Service of the Russian Federation (on one deputy from each federal executive body).

3. For the purpose of ensuring activities of command of the Joint force the federal executive bodies called in the paragraph the second Item 2 of this Decree and federal state bodies in which the military service is provided send (allocate) the representatives.
